1. Sale of City-Owned Municipal Parking Ramps:
a) Conduct public hearing;
b) Approve the sale of the St. Anthony Municipal Ramp (210 2nd Av SE) to St. Anthony Ramp LLC for $2,525,000 and other considerations;
c) Authorize the negotiation of a purchase agreement with St. Anthony Ramp LLC and the execution of the necessary documents to complete the sale transaction;
d) Approve the sale of Riverfront Municipal Ramp (212 9th Av S) to Guthrie Theatre Foundation for $16,500,000 and other considerations;
e) Authorize the negotiation of a purchase agreement with Guthrie Theatre Foundation and the execution of the necessary documents to complete the sale transaction;
f) Approve the sale of six City-owned parking ramps to Alatus Partners LLC for $69,250,000 and other considerations as follows:
• Centre Village Municipal Ramp (700 5th Av S)
• Downtown East Municipal Ramp (425 Park Av S)
• Federal Courthouse Municipal Ramp - leasehold interest only (333 3rd Av S)
• Gateway Municipal Ramp (400 S 3rd St)
• Loring Municipal Ramp (1330 Nicollet Mall)
• Seven Corners Municipal Ramp (1504 Washington Av S);
g) Authorize the negotiation of a purchase agreement with Alatus Partners LLC and the execution of the necessary documents to complete the sale transaction; and
h) Direct that sale proceeds be deposited into the Parking Fund.

The Community Development Committee and Transportation & Public Works Committee will each separately convene a Special Meeting immediately following this Special Joint Meeting to consider action on staff recommendations.

T&PW Committee Action Taken: Forwarded without recommendation. Directions to staff to return with information prior to Committee of the Whole meeting (7/19/20007) as follows: City Attorney staff directed to review and analyze the issues raised in the letter and accompanying resolution from the President of the Central Labor Union Council (dated July 10, 2007); Public Works staff directed to provide recommendations as to whether or not the City's current parking system operator could take any displaced workers and bring them into the remaining part of the City system.
