Consent

1. EMA Services Inc. Contract Extension:

Authorize an amendment to the contract with EMA Services Inc. extending the contract completion date to December 31, 2006 to allow for the completion of the Supervisory Control and Data Acquisition (SCADA) system implementation work in progress at the Water Works Complex.

Action Taken: Approved

2. Central Avenue Paving Project:

Authorize an amendment increasing the contract with Park Construction Company by $1,713,919.72, for a revised contract total of $7,495,746.00, and extending the contract expiration date from December 31, 2005 to December 31, 2007. No additional appropriation required.

3. Uptown Art Fair (August 4-6):

a) Approve large block event to operate outside of the time-frame allowed under Title 17, Chapter 455 of the Minneapolis Code of Ordinances; and

b) Approve the closure of Hennepin Av S from 28th to 31st Streets W from 8 a.m. August 4 through 10 p.m. August 6 (the intersections of Lagoon Av S and Lake St W will remain open to traffic).

Action Taken: Approved

4. Bids:

a) OP 6624, Accept low bid of Veit and Company, Inc., in the amount of $1,806,691, to furnish and deliver all labor, materials, equipment, and incidentals necessary to accomplish the Heritage Park Hope VI stormwater ponds and park improvements; and

b) OP 6633, Accept low bid of Burner Services, Inc., in the amount of $38,700, to furnish all labor, material, equipment, and incidentals necessary for the removal and replacement of the hot water boiler at the Government Center Parking Ramp.

5. "Temporary No Parking" Posting Fee:

Set a Public Hearing for August 22, 2006 to consider amending Title 17, Chapter 447 of the Minneapolis Code of Ordinances relating to Streets and Sidewalks: Parades/Races instituting a fee for the posting of "Temporary No Parking" signs along parade and/or race routes.

Action Taken: Public Hearing set for August 22, 2006

6. Bus Shelter Franchise:

a) Set a Public Hearing for August 22, 2006 to consider amending Appendix G of the Minneapolis Code of Ordinances relating to Bus Stop Shelters Franchise regarding the transfer of the Transtop bus shelter franchise to CBS Outdoor;

b) Authorize the proper City officers to develop and negotiate terms and changes to Appendix G; and

c) Authorize the proper City officers to send official notice to Transtop that additional time is needed to consider the transfer.

7. Appeal of Encroachment Permit Denial - Carlyle Condominiums, 100 Third Av S:

Uphold the denial of an encroachment permit application regarding the installation of raised architectural precast planters in the City right-of-way along 3rd Av S between 1st and 2nd St S.

Action Taken: Sent forward without recommendation

8. Non-Motorized Transportation Pilot Project Grant Agreements:

a) Authorize the proper City officers to execute the MnDOT (Pass Through Grant) Agreement between the State of Minnesota and the City of Minneapolis to provide up to $996,000 in Federal grant funding for the Non-Motorized Transportation Pilot Project in effect for the period of June 7, 2006 through December 31, 2006;

b) Authorize the proper City officers to execute an agreement with Transit for Livable Communities (TLC) to perform specific work efforts as outlined in and in accordance with MnDOT Agreement No. 89757, which provides up to $996,000 in Federal grant funding in effect for the period of June 7, 2006 through December 31, 2006; and

c) Approve Resolution increasing the appropriation and revenue for the project by $996,000.

9. Minneapolis Street Lighting Policy:

a) Approve the process for the development of visibility standards; and

b) Adopt Sections 1-11 of the December 7, 2004 draft of the City of Minneapolis/ Minneapolis Park & Recreation Board Street Lighting Policy.

Action Taken: Postponed

10. Solid Waste and Recycling Collection:

Adopt a Resolution of intent to elect to exercise the option to further organize solid waste and recycling collection within the City by considering expansion of organized collection to include residential properties with more than four (4) units, commercial properties, and properties in the downtown core and to follow the process and procedures set out in Minnesota Statutes, Section 115A.94 Subd. 4.
