Public Hearings

1. 2006 Alley Resurfacing Program:

a) Order the City Engineer to proceed with the work and adopt the special assessments in the amount of $78,000.31 for the project; and

b) Request the Board of Estimate and Taxation to issue and sell assessment bonds in the amount of $78,000 for the program.

(Refer to W&M/Budget)

Action Taken: Approved, subject to staff reporting back at Committee of the Whole on the condition of the alley located from Sheridan Av N to Thomas Av N between Farwell & 12th Av N regarding the concerns of residents.
Staff further directed to analyze unpaved alleys in the City to determine why they are still unpaved, the impact on maintenance, and how they function relative to stormwater management.

2. Sale of Public Land (Edison Hockey Arena - 1306 Central Av NE):

a) Direct the proper City officers to execute a purchase agreement, Quit Claim Deed, and any other necessary documents to complete the sale of the property to the Minneapolis Park & Recreation Board for $710,000; and

b) Approve resolution waiving the Planning Commission review based on the fact that the sale has no relationship to the Comprehensive Municipal Plan.

Action Taken: Approved revised staff recommendation to include Planning Commission Review of the proposed sale.


3. New Fire Station No. 14:

Authorize the proper City officers to execute Change Order No. 4 to the contract with Rochon Corporation in the amount of $90,964, for a revised contract total of $3,365,068, to allow for construction contingencies provided as part of the original project budget. No additional appropriation required.

4. Lyndale Avenue South Variance Request:

Approve resolution supporting Hennepin County’s variance request to the Minnesota Department of Transportation Office of State Aid for a parking lane width of 9 feet (versus the standard 10 feet) on Lyndale Av S from W 38th St to W 50th Street.

Action Taken: Approved

5. RFP for Advertising in Parking Ramps and Adjoining Walkways:

Approve the inclusion of alternative advertising types in conjunction with the backlit ad panel units for skyway advertising.

6. Traffic Signal Indication LED Conversion Program:

Authorize increasing the appropriation and revenue for the Traffic Signal LED Conversion Program by $143,000, to be reimbursed by Xcel Energy rebate funds designated for energy consumption reduction programs.

7. Priority Vehicle Control System Project:

Authorize increasing the appropriation and revenue for the Priority Vehicle Control System Project by $176,555.81, to be reimbursed by Federal ISTEA funding from MnDOT.

8. Cleaning and Lining of Cast Iron Water Mains:

Authorize amendment increasing the contract with J. Fletcher and Creamer & Son, Inc. by $383,500, for a revised contract total of $1,831,296.50, for the addition of 26,000 feet of cast iron water main to be cleaned and lined in 2006. Funds are available within the existing project budget.

9. Lynnhurst Street Renovation Project:

a) Approve resolution designating the locations and streets along with the improvements proposed to be made in the Lynnhurst (Northwest area) Street Renovation Project; and

b) Receive the cost estimate of $2,386,250 for the project and the list of benefited properties, direct the City Engineer to prepare a proposed Street Renovation Special Improvement Assessment against the list of benefited properties, and set a Project Approval and Assessment Public Hearing for July 11, 2006.

Action Taken: Approved. Public Hearing set for July 11, 2006.

10. Sale of Public Land:

Set a public hearing for June 20, 2006, to consider the sale of the South Transfer Station property located at 2850 20th Av S.

Action Taken: Public Hearing set for June 20, 2006.


11. Central Corridor Draft EIS Comments:

Approve summary comments and final detailed comments on the draft Environmental Impact Statement (EIS) for the Central Corridor and authorize the proper City officers to resubmit the comments to the Ramsey County Regional Railroad Authority (RCRRA).

Action Taken: Approved

12. MnDOT/City of Minneapolis Routine Maintenance Agreement:

Authorize the proper City officers to sign and execute an amendment to the Biennial Routine Maintenance Agreement between the State of Minnesota, Department of Transportation and the City of Minneapolis, effective July 1, 2005 through June 30, 2007, or until a new agreement is negotiated to replace it.

13. Status of Vacant Public Works Positions:

14. Minneapolis Street Lighting Policy:

a) Approve the process for the development of visibility standards; and

b) Adopt Sections 1-11 of the December 7, 2004 draft of the City of Minneapolis/ Minneapolis Park & Recreation Board Street Lighting Policy.

Action Taken: Postponed

15. Solid Waste and Recycling Collection:

Adopt a Resolution of intent to elect to exercise the option to further organize solid waste and recycling collection within the City by considering expansion of organized collection to include residential properties with more than four (4) units, commercial properties, and properties in the downtown core and to follow the process and procedures set out in Minnesota Statutes, Section 115A.94 Subd. 4.

Action Taken: Postponed
