1. RFP for Engineering Services:

Authorize the proper City officers to distribute a Request for Proposals (RFP) for engineering services for the design and construction of the Fridley Membrane Filtration Plant. Funds are available within the project budget.

Action Taken: Approved

2. Traffic Signal Control System:

Authorize the proper City officers to execute Addendum No. 1 to the agreement with Fortran Traffic Systems, Ltd., in the amount of $63,873, to allow for an extension of the existing contract until June 30, 2006 for the maintenance of the traffic signal control system. Funding was included in the 2006 Operating Budget.

Action Taken: Approved

3. Rochon Corporation Contract Change Order:

Authorize the proper City officers to execute a change order increasing the contract with Rochon Corporation in the amount of $35,046, for a revised contract total of $3,274,104, to allow for minor modifications to architectural, structural, mechanical, and electrical work at new Fire Station No. 14 (2002 Lowry Av). No additional appropriation required.

Action Taken: Approved

4. Ankeny Kell Architects Contract Amendment:

Authorize the proper City officers to execute an amendment to the contract with Ankeny Kell Architects increasing the contract by $10,095, for a revised contract total of $275,595, to provide for additional services performed by the contractor due to an extended project timeframe during the construction of the new Fire Station No. 14 (2002 Lowry Av). No additional appropriation required.

5. Bid:

OP 5515, Authorize the proper City officers to increase the contract with Electronic Design Company in the amount of $325,000, for a revised estimated expenditure of $2,372,356 to implement centralization of the security monitoring functions for the Government Center and Centre Village Municipal Parking Ramps. Funds are available in the Off-Street Parking Operating Budget.

Action Taken: Approved and referred to W&M/Budget Committee


6. Minneapolis Local Surface Water Management Plan:

Direct staff to submit a draft Minneapolis Local Surface Water Management Plan to the Metropolitan Council, Bassett Creek Water Management Commision, Minnehaha Creek Watershed District, Mississippi River Watershed Organization, and Shingle Creek Watershed Management Commission for review.

Action Taken: Approved

7. Alley Realignment and Regional Storm Water Facility:

Direct the proper City officers to carry out items listed in Attachment 1 for the Village in Phillips - Phase 2 Project realigning the alley and using the parcel located at 2412 16th Av S for a regional stormwater facility.

Action Taken: Approved and referred to CD Committee

8. 2006 Stormwater Education Program:

Receive and file update following presentation.

9. Minneapolis Street Lighting Policy:

a) Approve the process for the development of visibility standards; and

b) Adopt Sections 1-11 of the December 7, 2004 draft of the City of Minneapolis/ Minneapolis Park & Recreation Board Street Lighting Policy.

Action Taken: Postponed

10. Solid Waste and Recycling Collection:

Adopt a Resolution of intent to elect to exercise the option to further organize solid waste and recycling collection within the City by considering expansion of organized collection to include residential properties with more than four (4) units, commercial properties, and properties in the downtown core and to follow the process and procedures set out in Minnesota Statutes, Section 115A.94 Subd. 4.

Action Taken: Postponed
