      Approve Business License Operating Conditions relating to Hotel/Motel License.

 6.  Energy Efficiency Work:
      Authorize execution of a license agreement with Don Bailey to grant to the City a perpetual, non-exclusive, assignable, and royalty-free license agreement to permit the City and its assigns for the use of an energy benchmarking tool to conduct energy efficiency work related to an Environmental Assistance Grant from the Minnesota Pollution Control Agency.

 7.  Energy Star Portfolio Manager Training:
      Authorize execution of a license agreement with the Center for Energy and Environment (CEE) granting CEE a perpetual, non-exclusive, and royalty-free license to permit CEE to conduct additional Energy Star Portfolio Manager Training to building owners and operators in Minneapolis.

 8.  Solar Activities:
      Authorize execution of a contract with the Minnesota Department of Commerce to accept reimbursement of up to $3,593 for staff time for solar activities.

      Set a public hearing for April 4, 2013 to receive comments on an ordinance amending Title 12, Chapter 244 of the Minneapolis Code of Ordinances relating to Housing:  Maintenance Code, adding language allowing the imposition of reasonable conditions or restrictions on rental dwelling licenses. 10.  Flea Markets:
       Set a public hearing for April 4, 2013 to receive comments on an ordinance amending Title 13, Chapter 321 of the Minneapolis Code of Ordinances relating to Licenses and Business Regulations:  Secondhand Dealers, allowing temporary markets/flea markets for the sale of arts, crafts, antiques, and/or secondhand goods by any person, partnership, corporation or association to be sold at tables, stalls, or booths at a fixed location and licensed by the City of Minneapolis.  (Schiff; Introduced 8/17/2012)

15.  Chapter 249 Property at 2501 Golden Valley Rd:
       Recommendation of Nuisance Condition Process Review Panel to uphold the Director's Order and approve staff recommendation to demolish the property.

      Action Taken:  Approved demolition, to be stayed for a period of six months subject to the following:  a) proof of sale to a qualified entity; and b) proof of financing for rehabilitation of the property.  Adopted Findings of Fact and Recommendation, and directed the City Attorney's Office to develop Supplemental Findings to incorporate additional findings based on evidence made a part of the record at the time of the quasi-judicial hearing.
