10. Housing Inspections Staff Direction:
      a) Utilization of Conditions in Rental Housing Context:  Direct staff to report to the RE&E Committee by February 11, 2013 on the following:
           Design and implementation plan for utilizing mutually agreed upon conditions for rental property owners, including examples of conditions that may be used in the rental housing context.
            Review implementation strategy for mutually agreed upon and mandatory conditions to utilize:  Crime free lease addendums; Contract with City approved management company; and Enhanced fees for excessive services.
      b) Conduct on Premises:  Direct staff to report to the RE&E Committee by April 15, 2013 regarding utilization of the conduct on premises ordinance.  This report should identify metrics to analyze use and impact on rental license property maintenance and management, gap analysis, and recommendations for enhanced performance, including business process improvement and potential ordinance amendments.  Evaluation of outcomes from use of rental property owner management plans, crime free lease addendums, and other rental property management tools should be included in this report.
