1. License Applications:

Grant Licenses recommended for approval.

Action Taken: Approved, as amended (Ya Baby Sports Bar Liquor License Postponed; and Conditions added for Punch Pizza Wine License).

2. Ya Baby Sports Bar (2024 Washington Av N):

Approve Business Operating Conditions relating to On-Sale Liquor Class C-1 with Sunday Sales License.

Action Taken: Postponed.

3. Sound Bar (414 3rd Av N):

Approve License Settlement Conference recommendations relating to On-Sale Liquor Class A with Sunday Sales License.

Action Taken: Approved.

4. Quick Stop (3601 Penn Av N):

Approve License Settlement Conference recommendations relating to Grocery and Tobacco Licenses.

Action Taken: Approved.

5. Unparalleled Parking (7509 62nd Ct N, Brooklyn Park):

Approve License Settlement Conference recommendations relating to Valet Parking License.

Action Taken: Approved.

6. Operation NightCAP Grant:

Accept $12,925 award and execute 2010 agreement with Minnesota Department of Public Safety, State Patrol Division, to pay overtime to Traffic Unit officers to increase enforcement targeting impaired drivers and increase driver safety; and Approve appropriation. (Refer to W&M/Budget)

Action Taken: Approved.

7. Rental Dwelling License at 1819 25th Av N:

Approve license reinstatement to be held by Parker Management; contact David Homan.

Action Taken: Approved.

8. Sewer Accessibility Charges (SAC):

Direct Regulatory Services, Public Works, and City Attorney Department staff to further study options for SAC payment and assessment plan and to report back to the PS&RS Committee on December 9, 2009.

Action Taken: Approved.

9. Emergency Operations and Training Facility:

a) Authorize the proper City officers to proceed with the design and construction of three (3) apparatus bays to be built as an addition to the newly constructed Emergency Operations Training Facility;

b) Authorize the acceptance of Federal appropriations in the amount of $750,000 and the execution of any necessary agreements associated with the appropriation; and

c) Authorize Amendment #2 to the existing contract with Wold Architects and Engineers, increasing the contract by $105,000, for a revised contract total of $517,543, to provide design services required for the addition of the apparatus bays. Funds are available within the existing project budget.

Application for Sidewalk Cafe License.

Action Taken: Approved.

11. Animals:

Ordinance amending Title 4, Chapter 64 of the Minneapolis Code of Ordinances relating to Animals and Fowl: Dogs, Cats, Ferrets, and Rabbits, providing hearing officers in dangerous and potentially dangerous animal appeals increased authority to impose restrictions; and Requiring the owners of cats as well as dogs to prevent their animals from injuring others whether on or off the owner’s property; and Authorizing Animal Care & Control to require puppies of dangerous and potentially dangerous dogs to be spayed or neutered; and Limiting the number of discounted "sibling" animal licenses per household to two; and Requiring owners of declared animals to immediately report if their declared animal runs away. 12. Animals:

Ordinance amending Title 4, Chapter 70 of the Minneapolis Code of Ordinances relating to Animals and Fowl: Fowl, Pigeons, and Other Small Animals, increasing the fees for small animal and multiple animal permits. (Samuels) (Refer to W&M/Budget)

Action Taken: Postponed one cycle; public hearing continued.

15. Grocery Stores:

Ordinance amending Title 10, Chapter 203 of the Minneapolis Code of Ordinances relating to Food Code: Grocery Stores and Specialty Food Stores, clarifying the definition of specialty food stores and creating an exemption of requirements for grocery stores located within shopping centers (Glidden).

Action Taken: Approved, as amended (Section 203.30 d removed).

16. Domestic Violence Initiative:

Update on Minneapolis Pledge to Reduce Domestic Violence.

Action Taken: Received & Filed.

Hearing

17. Property at 2222 4th St N:

Sent forward without recommendation staff recommendation to rescind Council Action to stay Order for Demolition; and Authorize demolition of structure.

Postponed to November 18th.

Action Taken: Approve demolition.

18. Property at 2220 Marshall St NE:

Nuisance Condition Process Review Panel recommendation to uphold Director's Order to Demolish the property.

Postponed to November 18th; requested owner to obtain a performance bond.

Action Taken: Postponed one cycle (December 9th).

19. Rental Dwelling Licenses at 2650 Upton Av N, 3322 Dupont Av N, 3250 Dupont Av N:

Director of Inspections recommendation to revoke licenses held by Randy R. Olson.

22. Social Host Ordinance:

Subject matter of an ordinance amending Title 14, Chapter 370 of the Minneapolis Code of Ordinances relating to Liquor and Beer: Regulations Involving Minors, adopting a social host ordinance to discourage underage consumption of alcohol by imposing penalties on those who host events or gatherings where underage persons possess or consume alcohol (Gordon).
