Consent Items

1. License Applications:

Grant Licenses recommended for approval.

Action Taken: Approved.

2. Driftwood (4415 Nicollet Av S):

Approve Business License Operating Conditions relating to On-Sale Wine Class E with Strong Beer License.

Action Taken: Approved.

3. Chindian Cafe (1500 E Hennepin Av):

Approve Business License Operating Conditions relating to On-Sale Wine Class E with Strong Beer License.

Action Taken: Approved.

4. Taste of Thailand (11 S 7th St):

Approve License Settlement Conference recommendations relating to
On-Sale Liquor Class E with Sunday Sales License.

Action Taken: Approved.

5. Housing Board of Appeals:

Approve appointment of Karen Barton.

Action Taken: Approved.

6. Homeland Security and Emergency Management Grant:

Accept grant of $1,469,000 to perform a gap analysis on Citizen Evacuation Shelter In Place throughout the UASI region, create a five-year plan to address the gaps, and begin to implement that plan; and Approve appropriation. (Refer to W&M/Budget)

Action Taken: Approved.

7. 2009 Byrne Memorial Justice Assistance Grant:

Execute contract with Hennepin County for Citys share of grant award of $659,688 to support two City Attorney II positions; Gang Enforcement Team, and other precinct-based gang suppression activities; and purchase microphones for each patrol officer to be used in conjunction with the squad cameras; and Approve appropriations. (Refer to W&M/Budget)

Action Taken: Approved.

8. Internet Crimes Against Children Task Force:

Execute Multi-Agency Law Enforcement Agreement with City of St. Paul to participate on a multi-agency task force and accept up to $10,000 for overtime, training and additional reimbursable travel expanses as approved; and Approve appropriation. (Refer to W&M/Budget)

Action Taken: Approved.

9. Bicycle Patrol:

Execute grant contract to accept $12,500 from the Central Area Neighborhood Development Organization to support bicycle patrol in CANDO Neighborhood; and Approve appropriation. (Refer to W&M/Budget)

Action Taken: Approved.

10. Minneapolis Economic Recovery Strategy – Fire Station Construction Grant:

Authorize submit application to the United States Department of Homeland Securitys Assistance to Firefighters Fire Station Construction Grants to fund the construction and modification of fire stations. (Refer to W&M/Budget)

Action Taken: Approved.

11. Liquor Licensing:

Subject matter of an ordinance amending Title 14, Chapter 362 of the Minneapolis Code of Ordinances relating to Liquor and Beer: Liquor Licenses, amending Section 362.30(e) to permit live solo comedians to perform in On-Sale Liquor
Class D establishments (Samuels).

Action Taken: Set public hearing for July 8 th Meeting.

12. Vacant Building Registration:

Ordinance amending Title 12, Chapter 249 of the Minneapolis Code of Ordinances relating to Housing: Vacant Dwelling or Building, Nuisance Condition, amending Section 249.80(b), Vacant Building Registration, to include a technical correction to add the word "commercial." (Samuels)

Action Taken: Set public hearing for July 8 th Meeting.

Application for Sidewalk Cafe License.

Action Taken: Approved.

14. True Thai Restaurant (2627 E Franklin Av):

Application for Sidewalk Cafe License.

Action Taken: Approved.

15. Gladius (1111 Hennepin Av):

Application for On-Sale Liquor Class A with Sunday Sales License; and 2:00 a.m. State-issued permit.

Action Taken: Approved, subject to conditions prohibiting adult entertainment.

Discussion Items

16. Property at 115 5th St NE:

Review and update the Council Action regarding directive to stay demolition if conditions are met by the owner.

Action Taken: Approved demolition.

17. Property at 1800 E 31st St:

Adopt findings of the Nuisance Condition Process Review Panel to uphold the Director’s Order and demolish the property.

Action Taken: Sent forward to City Council without recommendation.

18. Property at 2540 Cedar Av:

Adopt findings of the Nuisance Condition Process Review Panel to uphold the Director’s Order and demolish the property.

Action Taken: Approved rehabilitation; restoration agreement to include a new two-car garage to be built on the property.

Hearings

19. Taco Blass (3722 Chicago Av S):

Deny renewal of Grocery, Meat Market and On-Sale Wine with Strong Beer License for failure to pay pollution control annual billing; and an administrative citation.

Action Taken: Approved license denial.

20. Rental Dwelling License at 1819 25th Av N:

Recommendation by Rental Dwelling License Board of Appeals to revoke the license held by John J. Maher.

Action Taken: Approved license revocation.
