1. License Applications:

Grant Licenses recommended for approval.

Action Taken: Approved.

2. Taxicab Driver James Huseby (2419 Grand St NE):

Approve operating conditions relating to Taxicab License.

Action Taken: Approved amended conditions.

3. Sam’s Wine and Spirits (218 Washington Av N):

Approve operating conditions relating to Off-Sale Liquor License.

Action Taken: Approved.

4. DJ’s Stump Removal (6033 Dague Av SE, Delano):

5. Bomb Unit:

Accept donation of an aluminum post stand used in the disarming of
bombs from Dr. Frederick W. Nolting, D.D.S., valued at $600.

6. Bid for Non-Emergency Securing Vacant and Open Buildings:

7. Bid for Emergency Securing Vacant and Open Buildings:

OP #7089, accept low bid of Neighbor Serve Inc to secure vacant and open buildings, and any accessory building on the legally defined lot ($400,000). (Refer to W&M/Budget)

8. Property at 1803 Emerson Av N:

Director of Inspections’ determination that the property constitutes an immediate hazard to the public health and safety, and Approve waiver of

60-day waiting period requirement set forth in Chapter 249.

10. Bid for Demolition of Ten Structures:

OP #7136, accept low bid of Doboszenski and Sons Inc to demolish ten structures as directed by Regulatory Services ($115,970). (Refer to W&M/Budget)

11. Assistance to Firefighters Grant:

Apply for Fiscal Year 2009 grant seeking $130,000 to replace two air compressor systems. (Refer to W&M/Budget)

12. Rental Dwelling Licensing:

Subject matter of an ordinance amending Title 12, Chapter 244 of the Minneapolis Code of Ordinances relating to Housing: Maintenance Code, amending Section 244.1870 to require a $450 fee for the inspection of a rental dwelling which has a change of ownership (Johnson).

Action Taken: Set public hearing for May 13th Meeting.

13. Rental Dwelling Licensing:

Subject matter of an ordinance amending Title 12, Chapter 244 of the Minneapolis Code of Ordinances relating to Housing: Maintenance Code, as follows:

a. amending Section 244.1910 to include as a new rental housing licensing standard that if an owner has a second offense operating a rental without a license, it may be grounds to revoke all licenses held by the owner or where the owner has an interest in a rental property for a period of 24 months.

b. adding a new Section 244.265 requiring that the tenant be notified of mortgage foreclosure or cancellation of a contract for deed.

c. amending Section 244.1910 to include new rental housing licensing standards related to the notification requirement to tenants of mortgage foreclosure or cancellation of a contract for deed may be grounds to revoke the rental license.
d. Relating to revocation cost recovery for the City when a rental dwelling license is revoked and the same owner is requesting reinstatement of their license, the fee will be $3,000; if a new owner is obtaining a license reinstatement, the fee will remain at $1,000. (Samuels)

14. Rental Dwelling Licensing:

Subject matter of an ordinance amending Title 12, Chapter 244 of the Minneapolis Code of Ordinances relating to Housing: Maintenance Code, amending Sections 244.1950 and 244.1960 to shift from a citizen board to an administrative hearing process when the Director recommends denial, non-renewal, revocation or suspension of a rental license. (Schiff)

Action Taken: Set public hearing for May 13th Meeting.

Action Taken: Approved, with conditions.

16. Chapter 249 Property at 2819 Bloomington Av S:

Sent forward without recommendation from the Nuisance Condition Process Review Panel.

Action Taken: Sent forward to City Council without recommendation.

17. Chapter 249 Property at 1714 Hillside Av N:

Adopt findings of the Nuisance Condition Process Review Panel to uphold Director’s Order and demolish property.

Action Taken: Approved demolition.

18. Chapter 249 Property at 1105 E 28th St:

Adopt findings of the Nuisance Condition Process Review Panel to uphold Director’s Order and demolish property.

Action Taken: Approved demolition.

19. Animal Care & Control Donations:

Resolution authorizing the solicitation of donations by Minneapolis Animal Care & Control for the purpose of funding activities related to animal care and to supplement educational/outreach efforts. (Refer to W&M/Budget)

Action Taken: Approved.

20. Rental Dwelling License at 4007 Emerson Av N:

Director of Inspections recommendation to revoke license held by
James M. Price III.

Action Taken: Approved revocation.

Postponed Items

21. Taxicab Meter Fares:

Ordinance amending Title 13, Chapter 341 of the Minneapolis Code of Ordinances relating to Licenses and Business Regulations: Taxicabs, that Section 341.775 relating to Review of Fares shall become effective on March 1, 2010; and prior to March 1, 2010, the maximum meter fare amounts for mileage charges shall be equal to the amounts as were authorized to be charged on February 28, 2009. 23. Police Mounted Patrol Horse Barn Facility:

Report back with a final recommendation as to the siting of the Mounted Patrol Horse Barn Facility.
