Consent Items

1. License Applications:

Grant Licenses recommended for approval.

Action Taken: Approved, as amended.

2. Cedar Oil Winner (3333 Cedar Av):

Grant Grocery License, subject to conditions.

Action Taken: Approved.

3. Nick and Eddie (1614 Harmon Pl):

Approve License Settlement conference recommendations relating to On-Sale Liquor Class C-2 with Sunday Sales License.

Action Taken: Approved.

4. Residence Inn by Marriot (45 S 8th St):

Approve License Settlement conference recommendations relating to

On-Sale Liquor Class E with Sunday Sales License.

Action Taken: Approved.

5. Chapter 249 Property at 3808 17th Av S:

Director of Inspections’ determination that the property constitutes an immediate hazard to the public health and safety, and Approve waiver of

60-day waiting period requirement set forth in Chapter 249.

Action Taken: Approved.

6. Fitness Membership:

Execute Amendment #2 to contract with Lifetime Fitness to change billing period from semi-annual to quarterly and increase amount to cover previously agreed upon rates. (Refer to W&M/Budget)

Action Taken: Approved.

Public Hearings

7. Honeybees:

Subject matter of an ordinance amending Title 4, Chapter 74 of the Minneapolis Code of Ordinances relating to Animals and Fowl: Miscellaneous Regulations, to permit the keeping of honeybees in the City of Minneapolis (Hofstede).

Action Taken: Approved.

8. Newsrack Fees:

Consider establishing a fee structure for the general administrative and enforcement activities associated with the terms and provision of Chapter 464 of the Minneapolis Code of Ordinances relating to Newsracks, as provided under Section 464.60. (Referred by City Council 12/12/2008)

Ways & Means/Budget Action 1/5/2009: Held public hearing; referred to the Public Safety & Regulatory Services Committee, requesting a public hearing to be held in March.

Action Taken: Staff directed to report back at the August 19th Meeting on performance relating to the voluntary program.


9. Rental Dwelling License at 713 19th Av NE:

Director of Inspections recommendation that City Council revoke the license held by Gregory Keiser.

Action Taken: Approved revocation.

10. Rental Dwelling License at 1615 Girard Av N:

Director of Inspections recommendation that City Council revoke the license held by Gregge K. Johnson.

Action Taken: Approved revocation.

Postponed Items

11. Taxicab Meter Fares:

Ordinance amending Title 13, Chapter 341 of the Minneapolis Code of Ordinances relating to Licenses and Business Regulations: Taxicabs, that Section 341.775 relating to Review of Fares shall become effective on March 1, 2010; and prior to March 1, 2010, the maximum meter fare amounts for mileage charges shall be equal to the amounts as were authorized to be charged on February 28, 2009. (Gordon)

Public Hearing May 13th Meeting; Staff directed to look at alternative rate models.

Action Taken: Postponed.

12. Vacant Commercial Property Registration:

Subject matter of ordinance amending Title 12, Chapter 249 of Code relating to Housing: Vacant Dwelling or Building, Nuisance Condition, relating to vacant commercial property registration (Samuels; Introduced 8/22/2008).

Action Taken: Postponed.

13. Police Mounted Patrol Horse Barn Facility:

Report back with a final recommendation as to the siting of the Mounted Patrol Horse Barn Facility.

Action Taken: Postponed.
