Consent Items

1. License Applications:

Grant Licenses recommended for approval.

Action Taken: Approved.

2. Roundup Beer Hall (201 E Lake St):

Approve License Settlement Conference recommendations relating to On-Sale Beer Class D License.

Action Taken: Approved.

3. Cedar Towing & Auction (359 Hoover St NE):

Approve License Settlement Conference recommendations relating to Towing Class A License.

Action Taken: Approved.

4. School Patrol Program:

Accept donation of $24,239 from Minnesota AAA to purchase a van; and Approve appropriation. (Refer to W&M/Budget)

Action Taken: Approved.

5. Violent Offender Task Force:

Execute contract with Minnesota Department of Public Safety, Office of Justice Programs, to receive $15,000 to purchase laptop computers; and Approve appropriation. (Refer to W&M/Budget)

Action Taken: Approved.

6. K-9 Service Dog Care:

Execute three-year contract with University of Minnesota College of Veterinary Medicine, Veterinary Medical Center to provide care for K-9 service dogs. (Refer to W&M/Budget)

Action Taken: Approved.

Public Hearings

7. Nuisances:

Ordinance amending Title 11, Chapter 227 of the Minneapolis Code of Ordinances relating to Health and Sanitation: Nuisances Generally, prohibiting upholstered furniture not manufactured for outdoor use in any front or side yard or rear yard abutting a street or on any opened porch exposed to the elements. (Hofstede)

Action Taken: Postponed one cycle (April 1st Meeting).

8. Northeast Social Club (359 13th Av NE):

Application for Sidewalk Cafe License, subject to conditions.

Action Taken: Postponed.

9. Parkway Pizza (4457 42nd Av S):

Application for On-Sale Wine Class E with Strong Beer License.

Action Taken: Approved.

10. Zen Restaurant (3016 Lyndale Av S):

Application for On-Sale Wine Class E with Strong Beer License.

Action Taken: Approved.

11. Honeybees:

Subject matter of an ordinance amending Title 4, Chapter 74 of the Minneapolis Code of Ordinances relating to Animals and Fowl: Miscellaneous Regulations, to permit the keeping of honeybees in the City of Minneapolis (Benson).

Action Taken: Set public hearing for April 15th Meeting.

Discussion Items

12. Newsrack Fees:

Consider establishing a fee structure for the general administrative and enforcement activities associated with the terms and provision of Chapter 464 of the Minneapolis Code of Ordinances relating to Newsracks, as provided under Section 464.60. (Referred by City Council 12/12/2008)

Ways & Means/Budget Action 1/5/2009: Held public hearing; referred to the Public Safety & Regulatory Services Committee, requesting a public hearing to be held in March.

Action Taken: Delayed two cycles. Staff directed to report back at the April 15th Meeting with a report/study of a voluntary program.

13. Prostitution Initiatives:

a. Report.

b. Accept donation from Clear Channel for billboard design and space to promote City’s anti-prostitution message.

Action Taken: Approved donation (Referred to W&M/Budget Committee).

14. Vacant Commercial Property Registration:

Subject matter of ordinance amending Title 12, Chapter 249 of Code relating to Housing: Vacant Dwelling or Building, Nuisance Condition, relating to vacant commercial property registration (Goodman; Introduced 8/22/2008).

Action Taken: Postponed.
