Consent Items

1. License Applications:

Grant Licenses recommended for approval.

Action Taken: Approved.

2. Metropolitan Medical Response System (MMRS) Program:

Execute contract with Ramsey County Public Health to provide MMRS program administration to coordinate the development and implementation of the MMRS program. (Refer to W&M/Budget)

Action Taken: Approved.

3. Emergency Preparedness:

Accept EMPG grant of $49,463.17 through Hennepin County; and grant of $1,000 from Target Corporation; and Approve appropriation. (Refer to W&M/Budget)

Action Taken: Approved.

4. Housing Board of Appeals:

Approve reappointments of Beth Hart, Sandy Loescher, Kristen Denzer,
Lauren Maker, Matthew Knopp, Anne Gilbertson-Seeling, Steven Leventhal,
JoAnne Velde, Bryan Tyner, Ruth Kildow, Geri Meyer (ex-officio), and
Lee Wolf (ex-officio).

Action Taken: Approved.

5. Nuisances:

Ordinance amending Title 11, Chapter 227 of the Minneapolis Code of Ordinances relating to Health and Sanitation: Nuisances Generally, prohibiting upholstered furniture not manufactured for outdoor use in any front or side yard or rear yard abutting a street. (Hofstede)

Action Taken: Set public hearing for March 11th Meeting.

6. Pollution Control:

Ordinances amending Title 3 of the Minneapolis Code of Ordinances, relating to Air Pollution and Environmental Protection, amending the annual registration language for

a. Chapter 46 relating to Hazardous Waste Generation, Handling, Storage and Disposal (Pollution Control Annual Billing – registration of a hazardous waste facility);

b. Chapter 47 relating to Air Pollution (Pollution Control Annual Billing – air pollution);

c. Chapter 48 relating to Minneapolis Watershed Management Authority (Minneapolis Watershed Management Authority permitting and annual fees);

d. Chapter 50 relating to Minneapolis Waste Control and Waste Discharge Rules (Minneapolis Waste Control and Discharge fees);

e. Chapter 54 relating to Storm Water Management (Storm Water Management responsibility following construction/completion). (Samuels)

Action Taken: Approved, as amended.

7. Commercial Building Registration Program:

Ordinance amending Title 9, Chapter 174 of the Minneapolis Code of Ordinances relating to Fire and Police Protection: Minneapolis Fire Department; Fire Prevention Bureau, authorizing and establishing a commercial building registration program (Ostrow; Introduced 10/15/2008)

Action Taken: Sent forward without recommendation revised ordinance and the following staff direction:
The Minneapolis Fire Department will work with the Minnesota Insurance Board to see if commercial building inspections conducted by the Minneapolis Fire Department will be accepted by insurance companies as sufficient proof of inspection for their purposes.

8. Chapter 249 Property at 2426 Plymouth Av N:

Concur with recommendation of Nuisance Condition Process Review Panel to uphold Director’s Order to demolish the property.

Action Taken: Approved demolition.

9. Chapter 249 Property at 2321 Fremont Av N:

Concur with recommendation of Nuisance Condition Process Review Panel to uphold Director’s Order to demolish the property.

Action Taken: Approved demolition.

Hearing

10. Rental Dwelling License at 828 22nd Av NE:

Director of Inspections recommendation to revoke the license held by

Pedro Llivichuzca for failure to meet licensing standard relating to required inspections.

Action Taken: Approved revocation.

11. Vacant Commercial Property Registration:

Subject matter of ordinance amending Title 12, Chapter 249 of Code relating to Housing: Vacant Dwelling or Building, Nuisance Condition, relating to vacant commercial property registration (Goodman; Introduced 8/22/2008).

Postponed to March 11th Meeting.

12. Newsrack Fees:

Consider establishing a fee structure for the general administrative and enforcement activities associated with the terms and provision of Chapter 464 of the Minneapolis Code of Ordinances relating to Newsracks, as provided under Section 464.60. (Referred by City Council 12/12/2008)

Ways & Means/Budget Action 1/5/2009: Held public hearing; referred to the Public Safety & Regulatory Services Committee, requesting a public hearing to be held in March.
