Consent Items

1. License Applications:

Grant Licenses recommended for approval.

Action Taken: Approved.

2. Stop-N-Go (1847 Johnson St NE):

Approve License Settlement Conference recommendations relating to

Off-Sale Beer License.

Action Taken: Approved.

3. Breiwick Companies:

Grant Tree Servicing License, subject to conditions.

Action Taken: Approved.

4. Community Emergency Response Training:

Execute two contracts with the City of Bloomington, in an amount up to $17,056.13 and a planner contract for an amount up to $170,000 to provide public health CERT and special needs planning that will be funded from CERT and Metropolitan Medical Response System grants. (Refer to W&M/Budget)

Action Taken: Approved.

5. Emergency Community Health Outreach (ECHO):

Execute contract compensating ECHO $203,000 over three years for providing emergency preparedness outreach, to be funded from Metropolitan Medical Response System grants. (Refer to W&M/Budget)

Action Taken: Approved.

6. Emergency Preparedness Consulting Services:

Increase Master Contract with Lane Consulting by $150,000 for consulting services through August 2010. (Refer to W&M/Budget)

Action Taken: Approved.

7. Housing Board of Appeals:

Approve reappointments of Beth Hart, Anthony Yerkew, Sandy Loescher,

Steven Leventhal, David Jordheim, Lauren Maker, Matthew Knopp, JoAnn Velde, Bryan Tyner, Ruth Kildow, Geri Meyer (ex-officio), and Lee Wolf (ex-officio) for terms to expire December 31, 2011.

Action Taken: Approved.

8. 2008 Edward Byrne Memorial Justice Assistance Grant:

Accept United States Department of Justice Grant award for funding of $196,946 through Hennepin County for Police Department overtime expenses and equipment purchases; and Approve appropriation. (Refer to W&M/Budget)

Action Taken: Approved.

9. Criminal Justice Data Communication Network:

Authorize pay 2009 annual cost of $109,920 on a quarterly basis to Minnesota Department of Public Safety for user access to Network. (Refer to W&M/Budget)

10. Ordinance Introduction:

Subject matter of the following ordinances amending Title 3 of the Minneapolis Code of Ordinances, relating to Air Pollution and Environmental Protection:
a. Chapter 46 relating to Hazardous Waste Generation, Handling, Storage and Disposal (Pollution Control Annual Billing – registration of a hazardous waste facility);
b. Chapter 47 relating to Air Pollution (Pollution Control Annual Billing – air pollution);
c. Chapter 48 relating to Minneapolis Watershed Management Authority (Minneapolis Watershed Management Authority permitting and annual fees);
d. Chapter 50 relating to Minneapolis Waste Control and Waste Discharge Rules (Minneapolis Waste Control and Discharge fees);
e. Chapter 54 relating to Storm Water Management (Storm Water Management responsibility following construction/completion). (Samuels)

Subject matter of the following ordinances amending Title 4 of the Minneapolis Code of Ordinances relating to Animals and Fowl (amending and adding provisions regarding dangerous animals and cruelty, and prohibiting the provision of false information to Animal Care and Control officers and staff):

a. Chapter 62 relating to In General.

b. Chapter 64 relating to Dogs, Cats, Ferrets, and Rabbits. (Samuels)

Action Taken: Approved.

12. Director’s Fee Schedule:

Ordinance amending Title 5, Chapter 91 of the Minneapolis Code of Ordinances relating to Building Code: Permit Fees, amending the indexing method for those fees covered by the Director’s Fee Schedule. (Samuels)

Action Taken: Approved.

13. Commercial Building Registration Program:

Ordinance amending Title 9, Chapter 174 of the Minneapolis Code of Ordinances relating to Fire and Police Protection: Minneapolis Fire Department; Fire Prevention Bureau, authorizing and establishing a commercial building registration program (Ostrow; Introduced 10/15/2008)

Action Taken: Postponed one cycle (February 25th Meeting).

Consider establishing a fee structure for the general administrative and enforcement activities associated with the terms and provision of Chapter 464 of the Minneapolis Code of Ordinances relating to Newsracks, as provided under Section 464.60. (Referred by City Council 12/12/2008)

15. Vacant Commercial Property Registration:
