1. License Applications:

Grant Licenses recommended for approval.

Action Taken: Approved.

2. Tugg’s On The River (219 Main St SE):

Approve License Settlement Conference recommendations relating to
On-Sale Liquor License.

Action Taken: Approved.

3. Camden Liquors (4155 Lyndale Av N):

Approve License Settlement Conference recommendations relating to
Off-Sale Liquor License.

Action Taken: Approved.

4. Fat Lorenzo’s (5600 Cedar Av S):

Approve License Settlement Conference recommendations relating to
On-Sale Wine License.

Action Taken: Approved.

5. Violent Offender Task Force:

Accept grant award of $130,000 and execute agreement with Minnesota Department of Public Safety to provide police overtime surveillance details and equipment; and Approve appropriation. (Refer to W&M/Budget)

6. Driving While Intoxicated Saturation Program:

Accept grant award of $9,240 and execute agreement with Minnesota Department of Public Safety for officer overtime costs for increased enforcement targeting impaired drivers, juvenile and young adult violators, and speed violations to reduce accidents and increase driver safety; and Approve appropriation. 7. Equipment Donation:

Accept Apple IBOOK Laptop computer from First Tech Computer, valued at $200. (Refer to W&M/Budget)

Action Taken: Approved.

8. Equipment Donation:

Accept T3 personal transport vehicle (Segway-type) from T3 Motion, Inc for patrol officers in 1st Precinct to patrol downtown, valued at $9,688. (Refer to W&M/Budget)

Action Taken: Approved.

9. Housing Board of Appeals:

a. Reappoint and accept resignation of David Jordheim, Ward 13;

b. Appoint Anne Gilbertson-Seeling, to fill the unexpired term of Mr. Jordheim, to expire December 31, 2008.

Action Taken: Approved.

10. Special Assessment Deferment Applications:

Approve special assessment deferment applications from the owners of the following properties:

a. 4140 Ewing Av S, to defer a new water service line repair assessment in the principal amount of $3,740.

b. 948 18th Av NE, to defer a new water service line repair assessment in the principal amount of $7,040.

c. 1907 14th Av S, to defer rubbish removal and cut vegetation assessment in the principal amount of $326.83.

11. Idling:

Subject matter of the following ordinances amending the Minneapolis Code:

a. Title 15, Chapter 389 relating to Offenses--Miscellaneous: Noise, repealing subsections that were deemed unconstitutional relating to idling.

b. Title 3 of the Minneapolis Code of Ordinances relating to Air Pollution by adding a new Chapter 58 relating to Idling, adding new regulations relating to idling. (Samuels)

12. Rental Dwelling Licensing:

Ordinance amending Title 12, Chapter 244 of the Minneapolis Code relating to Housing: Maintenance Code, requiring an inspection and additional fee at the time of owner transfer of current rental license and for properties converting from homestead to rental. (Johnson, Hofstede and Samuels)

13. Solid and Hazardous Waste:

Subject matter of the following ordinances amending Title 3 of the Minneapolis Code relating to Air Pollution and Environmental Protection, regulating solid and hazardous waste storage:

a. Chapter 46 relating to Minneapolis Solid and Hazardous Waste.

b. Chapter 48 relating to Minneapolis Watershed Management Authority.

c. Chapter 53 relating to Lubricating and Motor Oils Recycling. (Samuels)

Concur with Nuisance Condition Process Review Panel to uphold Director of Inspections’ Order to Demolish.

Authorize Director of Inspections to enter into a Restoration Agreement with the property owner.

Action Taken: Approved.

17. Property at 3448 20th Av S:

Remand from Minnesota Court of Appeals for consideration of proposed Findings of Fact.

18. Place of Entertainment Requirements (1:30 p.m.):

Ordinance amending Title 13, Chapter 267 of the Minneapolis Code of Ordinances relating to Licenses and Business Regulations: Amusements, exempting certain licensed food establishments providing limited entertainment from place of entertainment licensing requirements. (Schiff; Introduction & 1st Reading 11/2/2007)

Action Taken: Approved.

19. Off-Sale Liquor:

Ordinance amending Title 14, Chapter 362 of the Minneapolis Code of Ordinances relating to Liquor and Beer: Liquor Licenses

a. allowing an exception to the 2000 foot distance requirement for locations zoned C3A (Community Activity Center) and one per block face for establishments that sell wine only.

b. increasing license fees for Off-Sale Liquor and Off-Sale Liquor Growler Licenses.

c. adding prohibited acts for Off-Sale Liquor.

d. including incentives to Off-Sale Liquor licensees to provide alcohol awareness training to staff. (Lilligren; 1st Reading 3/30/2007).

Action Taken: Ordinance Returned to Author. Approved License Fee Increase.

a. design a multi-phase Emergency Operations Training Facility;

Subject matter of ordinances amending Title 4 of Code relating to Animals and Fowl, as follows:

a. Chapter 64 relating to Dogs, Cats, Ferrets, and Rabbits, defining terms, requirements, fees and fines for dangerous and potentially dangerous animals. (Samuels; Introduced 10/5/2007)
b. Chapter 66 relating to Animals and Fowl: Rabies Control, clarifying requirements for impoundment of rabies suspects and dogs, cats, or ferrets bitten by rabid animals. (Samuels; Introduced 10/19/2007). (Refer to W&M/Budget)
