Consent Items

1. License Applications:

Grant Licenses recommended for approval.

Action Taken: Approved.

2. Pantry Food Market (5200 Bryant Av N):

Grant Grocery and Tobacco Dealer Licenses, subject to conditions.

Action Taken: Approved.

3. Poodle Club (3001 E Lake St):

Approve License Settlement Conference recommendations relating to
On-Sale Liquor License.

Action Taken: Sent forward to City Council without recommendation.

4. El Nuevo Rodeo (2709 E Lake St):

Approve License Settlement Conference recommendations relating to
On-Sale Liquor License.

Action Taken: Approved.

5. MnPASS I-394 High Occupancy Toll Lane Enforcement:

Amend contract with Minnesota Department of Transportation to receive up to $80,000 for overtime details by Traffic Unit officers for enforcement activities; and Approve appropriation. (Refer to W&M/Budget)

Action Taken: Approved.

6. Police Chaplain Services:

Issue Request for Proposals for police chaplain services for Minneapolis Police Department and Minneapolis community, pending approval by Permanent Review Committee. (Refer to W&M/Budget)

Action Taken: Approved.

7. 2005 Urban Area Security Initiative Grant:

Execute no-cost amendment to grant agreement with Minnesota Department of Public Safety for overtime funds for events requiring increased security. (Refer to W&M/Budget)

Action Taken: Approved.

8. 2005 Law Enforcement Terrorism Prevention Program Grant:

Execute no-cost amendment to grant agreement with Minnesota Department of Public Safety for consultant/planner who works with the Minnesota/Dakotas Analysis Center. (Refer to W&M/Budget)

Action Taken: Approved.

9. Services to Public Housing Authority:

Execute agreement with Public Housing Authority to provide enforcement and community policing services at public housing locations; and Approve appropriation of $350,000. (Refer to W&M/Budget)

Action Taken: Approved.

10. Restorative Justice Programs:

Award funds to following two Minneapolis restorative justice organizations:
a. Powderhorn Park Neighborhood Associations - $15,500.
b. Restorative Justice Community Action, Inc - $19,500.

11. Blackbird (815 W 50th St):

Application for On-Sale Wine Class E with Strong Beer License.

Action Taken: Approved.

12. Hexagon Bar (2600 27th Av S):

Application for Sidewalk Cafe License.

Action Taken: Public Hearing Continued to June 6th Meeting.

13. New York Deli (1301 Harmon Pl):

Application for On-Sale Liquor Class E with Sunday Sales; Sidewalk Cafe; and
Tobacco Dealer Licenses.

Action Taken: Sent forward to City Council without recommendation.

Subject matter of an ordinance amending Title 15, Chapter 385 of the Minneapolis Code of Ordinances relating to Offenses--Miscellaneous: In General, amending Section 385.60 adding reasonable time, place and manner restrictions (Ostrow and Remington).

Action Taken: Set Public Hearing for June 6th Meeting.

15. Big Mommas Candy Shop (3401 Penn Av N):

Application for Confectionery License.

Action Taken: Postponed two cycles (June 20th Meeting).

16. El Nuevo Rodeo Nightclub & Restaurant (2709 E Lake St):

Application for Valet Parking License.

Action Taken: Postponed two cycles (June 20th Meeting).

17. C & H Excavating Co (1900 W 105th St, Bloomington):

Recommend revocation of Wrecker of Buildings Class B License.

Action Taken: a) Upheld license revocation recommendation; b) License Hearing not reopened; c) New evidence presented by the licensee's representative not accepted into the record; d) Adopted Findings of Fact as drafted by City Attorney's Office; d) Sent forward without recommendation to City Council Request for Stay of Revocation, pending appeal.

18. Top Diner (4330 Lyndale Av N):

Recommend deny renewal of Restaurant and Catering Licenses for
non-payment of administrative citations. (Postponed 5/2/2007)

Action Taken: Postponed.

19. Rental Dwelling License at 612 26th Av N; 2906 Emerson Av N; 2934 Colfax Av N;
3115 Sheridan Av N; 305 24th Av N; 2402 James Av N; and 1918 Queen Av N:

Recommend revocation of licenses held by Paul G. Yackel.

Action Taken: Approved revocation.

Discussion Items

20. MPD Internal Affairs Audit (2:00 p.m.):

a. Accept proposal and execute agreement with Everett Law Firm to conduct audit of Internal Affairs Unit. (Refer to W&M/Budget) (Postponed 5/2/2007)

Action Taken: Deleted from the Agenda.

b. Issue Request for Proposals to conduct outside Audit, in accordance with recommendation of Civilian Review Authority Work Group and City Council.
(Refer to W&M/Budget)

Action Taken: Staff Directed to prepare a Request for Proposals to be reviewed and finalized by the PS&RS Committee upon completion; that in the preparation of that RFP, staff consider the action items as set forth in the Hodges handout (see link above); and in reviewing those items, that staff also consider cost and time to complete the audit. Staff to report back in two cycles (June 20th Meeting).

21. 2006 Internal Affairs Unit Annual Report. (Postponed 5/2/2007)

Action Taken: Received & Filed.

22. Traffic Unit:

Report on financial impact of not adding 11 officers to Traffic Unit.

Action Taken: Support Police Chief's recommendation to not transfer 11 police officers to Traffic Unit; and Refer to Ways & Means/Budget Committee.

23. Noisy or Unruly Assembly:

Update report.

Action Taken: Postponed.

24. Shieks Palace Royal (115 S 4th St):

Application for On-Sale Liquor Class A with Sunday Sales License, subject to conditions.

Action Taken: Postponed. Staff directed to work with VCG representatives relating to a stipulated factual record; and that the matter be considered at a Special Meeting to be called by the Chair.

25. Grocery Store Task Force:

Report.

Action Taken: Postponed.

Subject matter of an ordinance amending Title 14, Chapter 362 of the Minneapolis Code of Ordinances relating to Liquor and Beer: Liquor Licenses, allowing off-sale wine establishments notwithstanding the spacing requirements of Section 362.40 (Lilligren; 1st Reading 3/30/2007).
