Public Hearings

Application for Sidewalk Cafe License.

Action Taken: Approved.

2. Bambinos Pizza & Grill (10 S 5 th St):

Application for On-Sale Wine Class E with Strong Beer, All Night Special Food, Place of Amusement Class B-1, and Sidewalk Cafe Licenses, subject to conditions.

Action Taken: Approved.

6. Use of Alleys by Pedestrians:

Subject matter of an ordinance amending Title 15, Chapter 385 of the Minneapolis Code of Ordinances relating to Offenses—Miscellaneous: In General, prohibiting use of alleys for through pedestrian traffic, except for abutting property owners, tenants, their guests and invitees, law enforcement personnel, emergency medical or fire personnel, persons performing public service activities or inspections, and person performing services for public or private utility, garbage collection, or communication companies (Lilligren)

Action Taken: Hearing Delayed until Ordinance Language is Available; Staff directed to prepare analysis related to issues of the Police Department’s authority to stop and detain individuals, and any authority beyond current law that should be created by this ordinance.

7. Lodging Establishments:

a. Ordinance amending Title 12, Chapter 244 of the Minneapolis Code of Ordinances relating to Housing: Maintenance Code, relating to lodging establishments (Hofstede).

c. Appendix J relating to License Fees. (Refer to W&M/Budget)

Action Taken: Approved, as amended.

8. Off-Sale Liquor (Time Certain 3:00 p.m.):

Ordinance amending Title 14, Chapter 364 of the Minneapolis Code of Ordinances relating to Liquor and Beer: Liquor Regulations, amending Section 364.80 to permit the sale of retail
off-sale liquor until 10:00 p.m. on Monday through Saturday (Samuels).

9. Condominium Conversions:

Subject matter of an ordinance amending Title 12, Chapter 250 of the Minneapolis Code of Ordinances relating to Housing: Condominium Conversions, adding notice and City approval requirements, as well as improved protections for buyers and provisions to address the loss of affordable rental housing due to condominium conversions (Gordon).

Action Taken: Referred to Staff (Regulatory Services and City Attorney) for analysis.

11. H & M Convenient, Tobacco, Cigar & Gifts (1014 Marquette Av):

Grant Confectionery and Tobacco Licenses, subject to conditions.

12. SafeZone Collaborative:

Accept $200,000 from State of Minnesota to expand the Worksite system throughout the City that supports the SafeZone Collaborative in use at the 1 st Precinct. (Refer to W&M/Budget)

Action Taken: Approved.

13. SafeZone Collaborative:

Certify that the Minneapolis Building Owners and Managers Association is serving as the fiscal agent in partnership with the City of Minneapolis and the downtown business community as the SafeZone Collaborative fiscal agent.

14. Phillips Weed & Seed:

Accept $73,352 and execute agreement with Greater Minneapolis Council of Churches to provide overtime or other policing services; and Approve appropriation. (Refer to W&M/Budget)

16. Safety Update (Time Certain 3:00 p.m.)

Action Taken: a) That the Committee reaffirm the 2006 budget footnote which directed that the 2007/2011 business plan include performance measurements and standards of coverage for the Police Department. Further, to receive an update on the standards of coverage at such point as the community policing strategy is presented to the Committee.


b) Regarding the Traffic Unit, that the previous Council directive to add 11 Traffic Officers to the Traffic Unit be effective upon full staffing based upon the 2006 budget.

17. Number of taxicab licenses issued by City.

Action Taken: a) The Committee finds that public convenience and necessity warrants additional taxicab licenses; and that staff be directed to prepare Findings of Fact to support the convenience and necessity standard.

b) Staff Directed to draft proposed ordinance language in conformance with recommended Plan B of the staff report (to increase taxicab licenses through the Year 2010), to be introduced at a future City Council Meeting.

License Hearings

18. DAmico Cucina (100 N 6 th St):

Technical Advisory Committee recommendations relating to On-Sale Liquor License.

Action Taken: Deleted from the Agenda.

19. Donna Smith:

Appeal filed from decision of Licenses Division denying application for a taxicab driver’s license.

Action Taken: Appeal sent forward to City Council without recommendation.

20. Pho Tauh Bay Corp (2837 Nicollet Av S):

Deny renewal of Restaurant License for non-payment of two administrative citations.

Action Taken: Deleted from the Agenda.

21. Little Jack’s Steak House Restaurant (201 Lowry Av NE):

Revoke On-Sale Liquor License for failure to submit fee payments, and failure to comply with business license management requirements.

Action Taken: Postponed.

22. Cafe and Bar Lurcat (1624 Harmon Pl):

Application for On-Sale Liquor Class C-1 with Sunday Sales License (expansion of licensed premises for expansion of sidewalk cafe).

Action Taken: Postponed.

23. Residence Location for Sex Offenders:

Subject matter of ordinance amending Title 15 of the Code relating to Offenses--Miscellaneous by adding a new Chapter 405 relating to Sexual Offenders, establishing a residence location prohibition for designated sexual offenders. (Ostrow and Schiff)

Action Taken: Postponed.

Boulevard and Sidewalk Standards:

Action Taken: Director of Inspections directed to report back to Committee at the next meeting with a plan to address inconsistencies with boulevard and sidewalk standards through the plan development review process.
