Public Hearings

1. Marquette Hotel (710 Marquette Av):

Application for On-Sale Liquor Class A with Sunday Sales License (expansion of premises to allow outdoor seating area on private property along Marquette Av.

Action Taken: Approved.

2. J.D. Hoyt’s (301 Washington Av N):

Application for On-Sale Liquor Class C-2 with Sunday Sales License (expansion of premises to allow outdoor seating on private property).

Action Taken: Approved.

3. Lyndale Grocery & Deli (2551 Lyndale Av S):

Application for Sidewalk Cafe License.

Action Taken: Approved.

4. Birchwood Cafe (3311 E 25th St):

Application for On-Sale Wine Class D with Strong Beer License.

Action Taken: Approved.

5. The Seville Club (15 Glenwood Av):

Application for Sidewalk Cafe License.

Action Taken: Approved.

6. Minneapolis Eagle (515 Washington Av):

Application for On-Sale Liquor Class A with Sunday Sales License (expansion of premises for outdoor patio).

Action Taken: Approved.

Application for On-Sale Liquor Class E with Sunday Sales License.

Action Taken: Approved.

8. Number of taxicab licenses issued by City.

Action Taken: Staff directed to prepare a summary of the testimony and other public evidence and documents, and submit a report to Committee at the next meeting (June 21st) in order for the Committee to review the record and make any necessary determination under the ordinance.

9. Boarding of Vacant/Nuisance Properties:

Subject matter of Ordinance amending Title 12, Chapter 249 of Code relating to Housing: Vacant Dwelling or Building, Nuisance Condition, amending Section 249.25 to specify that the boarding and securing of qualifying buildings pursuant to Chapter 249 be inclusive of all openings to a building in addition to the first story and ground floor openings (Schiff).

Action Taken: Approved.

10. Use of Alleys by Pedestrians:

Subject matter of an ordinance amending Title 15, Chapter 385 of the Minneapolis Code of Ordinances relating to Offenses—Miscellaneous: In General, prohibiting use of alleys for through pedestrian traffic, except for abutting property owners, tenants, their guests and invitees, law enforcement personnel, emergency medical or fire personnel, persons performing public service activities or inspections, and person performing services for public or private utility, garbage collection, or communication companies (Lilligren)

11. Lodging Establishments:

Ordinance amending Title 12, Chapter 244 of the Minneapolis Code of Ordinances relating to Housing: Maintenance Code, relating to lodging establishments (Hofstede).

12. Lodging Establishments

Ordinance repealing Title 13, Chapter 298 of the Minneapolis Code of Ordinances relating to Licenses and Business Regulations: Lodging Houses, transferring authority to Title 12, Chapter 244 (Hofstede).

Action Taken: Set Public Hearing for June 21st Meeting.

Grant Licenses recommended for approval.

14. Cafe and Bar Lurcat (1624 Harmon Pl):

Application for On-Sale Liquor Class C-1 with Sunday Sales License (expansion of licensed premises for expansion of sidewalk cafe).

Action Taken: Postponed.

15. Hooters of Minneapolis (600 Hennepin Av):

Application for On-Sale Liquor Class E with Sunday Sales License.

Action Taken: Approved.

16. Central Avenue Liquors (2538 Central Av):

Grant Off-Sale Liquor License, subject to conditions.

Action Taken: Approved.

17. More Valu Foods (2600 Cedar Av):

Grant Grocery, Meat Market, Food Manufacturer and Tobacco Licenses, subject to conditions.

Action Taken: Approved.

18. Super Stop 2 (2951 Central Av NE):

Approve Technical Advisory Committee recommendations relating to Off-Sale Beer License.

Action Taken: Approved.

19. El Gaucho (2401 E Franklin Av):

Approve Technical Advisory Committee recommendations relating to On-Sale Wine with Strong Beer License.

Action Taken: Approved.

20. Bomb Disposal Services:

Execute Amendment #1 to Joint Powers Agreement with Minnesota Department of Public Safety to provide bomb disposal services to other jurisdictions within the State as needed, and to be reimbursed for these services at a rate of $175 per hour; and Approve appropriation of $27,000. (Refer to W&M/Budget)

Action Taken: Approved.

21. Child Development Policing Program:

Accept $250,000 and execute grant agreement with Minnesota Department of Public Safety, to support children witnessing violence in their environment; and Approve appropriation. (Refer to W&M/Budget)

Action Taken: Approved.

22. 2005 Buffer Zone Protection Program:

Amend grant agreement to extend grant period until the full awarded funds of $387,024 are expended. (Refer to W&M/Budget)

Action Taken: Approved.

23. Central Weed and Seed Program:

Amend contract with Pillsbury United Communities to decrease grant award funding for overtime or other police services; and Approve appropriation decrease of $10,252. (Refer to W&M/Budget)

Action Taken: Approved.

24. SafeZone Collaborative:

Accept donation of $60,000 from US Bancorp for use by SafeZone Collaborative, Downtown 2006 Administrative Budget. (Refer to W&M/Budget)

Action Taken: Approved.

25. Auto Theft Bait Vehicle Program:

Accept 1999 Honda Civil from State Farm Mutual Auto Insco to enhance auto theft prevention bait vehicle program. (Refer to W&M/Budget)

Action Taken: Approved.

26. Safe City:

a. Execute agreement with Minnesota Department of Public Safety to receive funds for increased patrol and law enforcement in downtown Minneapolis;
b. Execute sub-recipient agreements with state regional, county and local law enforcement agencies to assist with the enforcement.
c. Approve appropriation of $1,533,000. (Refer to W&M/Budget)

Action Taken: Approved.

27. Pre-Service Law Enforcement Training Course:

Issue Request for Proposals for the Police Department to conduct training course which meets state licensing standards. (Refer to W&M/Budget)

Action Taken: Approved.

28. Criminal Justice Coordinating Committee:

Execute amendment to agreement with Hennepin County to extend term of agreement to January 31, 2010. (Refer to W&M/Budget)

Action Taken: Approved.

29. Anonymous Donation:

Accept donation of $200 made in response to Local Government Aid cuts, to be allocated between Police, Fire and Public Works Departments. (Refer to W&M/Budget)

Action Taken: Approved.

License Hearings

31. License Hearing for D’Amico Cucina (100 N 6th St):

Technical Advisory Committee recommendations relating to On-Sale Liquor License.

Action Taken: Postponed.

32. Mexico & Mexico Coffee Shop and Deli (1831 Central Av NE):

Consider adverse license action with respect to Coffee Shop, Deli and Sidewalk Cafe Licenses for failure to pay administrative citations.

Action Taken: Referred back to staff.

33. Gas It 4 Less Food and Fuel (4653 Chicago Av):

Deny application for grocery and tobacco dealer licenses.

Action Taken: Approved license denial.

34. Rental Dwelling Licenses at 1162 14th Av SE, 1038 19th Av SE and 1049 24th Av SE:

Concur with Rental Licensing Board of Appeals to revoke licenses held by Mei Jen Chen; and that Ms. Chen be deemed ineligible to hold or have an interest in a rental dwelling license issued by the City of Minneapolis until March 4, 2011.

Action Taken: Concurred with Board to revoke licenses.

35. Residence Location for Sex Offenders:

Subject matter of ordinance amending Title 15 of the Code relating to Offenses--Miscellaneous by adding a new Chapter 405 relating to Sexual Offenders, establishing a residence location prohibition for designated sexual offenders. (Ostrow and Schiff)
