Public Hearings

1. Cafe and Bar Lurcat (1624 Harmon Pl):

Application for On-Sale Liquor Class C-1 with Sunday Sales License (expansion of licensed premises for expansion of sidewalk cafe).

Action Taken: Postponed.

2. Hooters of Minneapolis (600 Hennepin Av):

Application for On-Sale Liquor Class E with Sunday Sales License.

Action Taken: Postponed.

3. Charly’s Polleria Restaurant (2851 Central Av NE):

Application for On-Sale Wine Class E with Strong Beer License.

Action Taken: Approved.

4. Chapter 249 Process:

Subject matter of an ordinance amending Title 12, Chapter 249 of the Minneapolis Code of Ordinances relating Housing: Vacant Building or Dwelling, Nuisance Condition, amending the fee for vacant building registration, creating a revolving fund for abatement of buildings in a nuisance condition, and amending the procedure for holding nuisance abatement hearings. (Samuels)

Action Taken: Approved, with two staff directions:
a. develop a communications/status report for Council Members
b. that the boarded and vacant building program be revenue neutral, and that the $2,000 registration fee be reviewed in six months.

5. Wine License Requirements:

Subject matter of an ordinance amending Title 14, Chapter 363 of the Minneapolis Code of Ordinances relating to Liquor & Beer: Wine Licenses, deleting the 75 seat requirement for live entertainment in establishments with wine licenses and replacing it with a 50 seat requirement. (Colvin Roy)

Action Taken: Approved.

6. Number of taxicab licenses issued by City.

Action Taken: Continued to June 7th Meeting.

7. Boarding of Vacant/Nuisance Properties:

Subject matter of Ordinance amending Title 12, Chapter 249 of Code relating to Housing: Vacant Dwelling or Building, Nuisance Condition, amending Section 249.25 to specify that the boarding and securing of qualifying buildings pursuant to Chapter 249 be inclusive of all openings to a building in addition to the first story and ground floor openings.

Action Taken: Set Public Hearing for June 7th Meeting.

9. More Valu Foods (2600 Cedar Av):

Grant Grocery, Meat Market, Food Manufacturer and Tobacco Licenses, subject to conditions.

Discussion Items

10. Residence Location for Sex Offenders:

Subject matter of ordinance amending Title 15 of the Code relating to Offenses--Miscellaneous by adding a new Chapter 405 relating to Sexual Offenders, establishing a residence location prohibition for designated sexual offenders. (Ostrow and Schiff)

Action Taken: Postponed; Staff directed to perform legal analysis on spacing option.

11. Chapter 249 Properties:

a. 2511 James Av N (PP’d 5/3/06).

Action Taken: Approved demolition, to be effective August 15, 2006.

b. 3448 20th Av S.

Action Taken: Approved demolition.

c. 3928 10th Av S.

Action Taken: Postponed to June 21st Meeting.

12. Bowling Centers:

Ordinances amending Title 14 of the Minneapolis Code of Ordinances relating to Liquor and Beer, adding a definition of bowling center to Section 360.10 and amending Section 362.395 to exempt bowling centers from its requirement that 60 percent of total gross revenue come from sales of food & beverage, as follows:
Amending Chapter 360 relating to Liquor and Beer: In General;
Amending Chapter 362 relating to Liquor and Beer: Liquor Licenses. (Glidden)

Action Taken: Return to Author.

13. Staffing for Adequate Fire and Emergency Response (SAFER) Grant.

Authorize staff to aggressively pursue the Safer Grant and certify that City has knowledge that Fire Department has submitted grant application to United States Department of Homeland Security; and Commit to the provision of necessary funding of 16 additional full-time firefighters to meet the City's cost share obligation over the next five-years if awarded the grant.

W&M/Budget Action Taken: Postponed, staff directed to report back with additional information and referred to Public Safety & Regulatory Services.

PS&RS Action Taken: Approved; Staff direction to Regulatory Services and Fire Department to further partner to review enhanced inspection services.
