1.   Urban Area Security Initiative (UASI) Trailers:
Authorize transfer of title of 20’ trailers to the Minnesota Counties of Isanti, Sherburne, Chisago, and Carver (one each) (Refer to W&M).

Police Department
2.   Traffic Safety Enforcement Grant Award:
Authorize acceptance of grant award from the Minnesota Department of Public Safety, $372,388, and execute the 2015 Toward Zero Deaths grant agreement for traffic safety enforcement; Authorize agreements with the Police Departments of the University of Minnesota, Golden Valley, Crystal, Hopkins, Robbinsdale and New Hope to share the grant funds in amounts to be determined (Refer to W&M).

3.   Mutual Aid Agreement:
Authorize a mutual aid agreement with the Hennepin County Sheriff’s Office making police agency equipment, personnel and other resources available between the Police Department and cities within Hennepin County and between the Police Department and the Hennepin County Sheriff.

4.   2014 Byrne Criminal Justice Innovation Grant
Authorize acceptance of grant award from the US Department of Justice, $100,000, for a planning grant researching crime and factors in specific hotspots that may lead to crime, and develop cross sector strategies to improve public safety, which requires a local match of $39,659; Approve budget appropriation (Refer to W&M).

5.   FEMA’s Public Assistance Program
Report on administrative withdrawal of application for aid under FEMA’s Public Assistance Program in relation to the June and July, 2014, storm damage (Refer to W&M).

6.   Mpls Police Department (MPD) Officer Body Camera Test and Evaluation:
Direction to MPD staff to address the following regarding the pilot study’s design and scope: a) How MPD is ensuring a randomized and controlled study sample; b) Measures of success for the study; c) How practical and seasonal challenges unique to other study sites be addressed; d) How the study will be independently designed/reviewed; e) Policy framework initiatives (the committee’s efforts) (Action Taken 9/24/2014: Postponed).
