Police Department
1.   Federal 2014 Paul Coverdell Forensic Science Improvement Program:
Authorize acceptance of a grant award of $93,888 from the U.S. Dept. of Justice – National Institute of Justice and execute a contract with them; Approve budget appropriation (Refer to W&M).

2.   Bomb Security Services for Minnesota Timberwolves Basketball Games:
Authorize contract agreement with the Minnesota Timberwolves for MPD to provide bomb security services for basketball games during the 2014-2015 season at the Target Center, to be reimbursed at an estimated cost of $44,640 (Refer to W&M).

3.   Mpls Police Department (MPD) Officer Body Camera Test and Evaluation:
Direction to MPD staff to address the following regarding the pilot study’s design and scope: a) How MPD is ensuring a randomized and controlled study sample; b) Measures of success for the study; c) How practical and seasonal challenges unique to other study sites be addressed; d) How the study will be independently designed/reviewed; e) Policy framework initiatives (the committee’s efforts).

4.   National Coalition Against Racism in Sports and Media and the American Indian Movement:
Presentation of "A Declaration of Indigenous Equality" letter to the University of Minnesota.
Staff Report: “A Declaration of Indigenous Equality” Ltr to the UofM
Action Taken: City Attorney’s Office directed to research and offer a legal opinion on or before October 22, 2014, on whether the City of Minneapolis has the legal authority under civil rights laws to enforce a ban on the use of the name “Redskins” as well as a ban on the use of the image worn by the Washington D.C. professional football team while playing in the City of Minneapolis at the stadium operated by the University of Minnesota.
5.   Military Training Exercises:
Presentation on activity in the City of Minneapolis.
Action Taken:  Direction to staff approved, as follows: City of Minneapolis staff are directed not to authorize expenditures of City resources on future military training exercises in Minneapolis, unless approved by the City Council. Further directing the appropriate City staff to develop a process, including engagement of the Council, for considering approval of future requests by federal agencies, including but not limited to the Department of Defense and other military units, to conduct activities in Minneapolis that are likely to cause disruption to Minneapolis residents and businesses.
