1.  Police Conduct Review Panel:
     Approve Council appointments of Dennis Wagner and Sarah McCann (terms to expire 12/31/2015);
     Confirm Mayoral appointments of Angela Kiese (term to expire 12/31/2016) and Dr. Troy Gonzales (term to expire 12/31/2015).

2.  Police Conduct Oversight Commission:
     Approve Council appointments of Andrew Buss, Lonnie Nicols (terms to expire 2015), Sarah Rude & Jennifer Singleton (terms to expire 2014);
     Confirm Mayoral appointments of Andrea Brown (Chair), Andre Dukes (Vice-Chair) (terms to expire 2015) & Michael Weinbeck (term to expire 2014).

3.  Feral Cats:
     Consider ordinance amending Title 4 of the Minneapolis Code of Ordinances relating to Animals and Fowl, adding a new Chapter 67 entitled Managed Care of Feral Cats.

     Action Taken:  Approved, with sections amended as follows:
Adding new definition to Section 67.10 as follows:
Harm means, for the purposes of this chapter, any result or action caused by behavior as defined in section 64.110 which could qualify for a potentially dangerous or dangerous animal declaration.

Amending Section 67.30 (c) (3): 
(3)  Maintain records provided by feral cat colony caretakers on the size and location of the colonies as well as the vaccination, microchip registration information, photographs of the cats, and spay and neuter records of cats in the sponsor's colonies. These records must be made available upon request to Minneapolis Animal Care and Control for review or and to a accredited researchers as identified by Minneapolis Animal Care and Control upon request for the purpose of research in which the confidentiality of the names and addresses of the colony caretakers is protected.
Amending Section 67.30 (c) (5) (a.): 
a. Number and location by zip code or other identified and requested parameter of colonies, excluding the names and addresses of colony caretakers, for which it acts as a sponsor in the city;
Amending Section 67.30 (f) (2):0
(2) If the feral cat colony caretaker is not able to immediately take custody of the cat, the officer shall transport the cat to Minneapolis Animal Care and Control. The feral cat colony caretaker shall be responsible for retrieving the cat from the shelter within three (3) business days or advising the shelter if he or she does not intend to retrieve the cat, ; no fees will be charged for cats reclaimed within three (3) business days. In all other cases and assuming the normal impound and kennel fees, if applicable apply.

Amending Section 67.60. This chapter shall take effect on January 1, 2014.

5.  Minnesota Internet Crimes Against Children Task Force:
     Authorize a Multi-Agency Law Enforcement Joint Powers Agreement with the Minnesota Bureau of Criminal Apprehension to participate on a multi-agency Internet Crimes Against Children task force; Authorize any contracts associated with the Task Force (Also in W&M/Budget).

6.  Police Substation in City Center:
     Authorize contract agreement with SRI Ten City Center, LLC to locate a Police Substation in City Center to be shared with Metro Transit, for 24-months, with construction costs of $35,000, payable from the Police General Fund (Also in W&M/Budget).
