Department of Police

1.   Donation to National Law Enforcement Officers Memorial Fund:
      Authorize the Police Department to make a donation of $2,500 to the Fund, using the Police Department's Federal Forfeiture Funds in accordance with Federal Forfeiture Rules & Regulations. (Refer to W&M/Budget)

2.   Auto Theft Prevention Program Grant Acceptance:
      Authorize acceptance of $16,724 and execution of a contract amendment with the Minnesota Department of Commerce and execute a contract amendment for an Auto Theft Prevention Program; and Approve appropriation of funds. (Refer to W&M/Budget)

3.   Business Watch International Inc. Agreement:
      Authorize entering into non-disclosure agreement with Business Watch International, Inc. (BWI), and authorize the execution of any documents necessary to effectuate the agreement. (Refer to W&M/Budget)

4.   Minnesota Board of Firefighter Training and Education Training Reimbursement:
      Accept MBFTE redistribution funding under the Round 4 training reimbursement program in the amount of $39,554.45 for training conducted between July 1, 2011 and June 30, 2012. (Refer to W&M/Budget)

5.  MVNA Influenza Agreement:
     Authorize execution of a five-year agreement with the Minnesota Visiting Nurse Agency to provide annual influenza immunization clinics for City employees and their families, and execution of any amendments developed to facilitate execution of the goals of the Agreement.

6.  US DOJ Grant Acceptance:
     Authorize grant agreement with the US Department of Justice to accept $20,000 to develop a citywide Youth Violence Prevention Strategic Plan; and Approve appropriation. (Refer to W&M/Budget)

7.   Ordinance - Police Conduct Oversight:
      Consider an ordinance amending Title 9, Chapter 172 of the Minneapolis Code of Ordinances relating to Fire and Police Protection: Civilian Police Review Authority, amending the chapter title to Police Conduct Oversight, and creating an Office of Police Conduct Review and a Police Conduct Oversight Commission.

      Action Taken 7/25/2012:  Public Hearing set for 9-12-2012, at 1:30 p.m., and Staff directed to:
            1) provide a comparative analysis of the proposed improvements contained in the proposed ordinance as a result of the BPI process with the CRA proposed improvements adopted by the CRA committee April 23rd;
            2) provide the council with the research that was done on other cities and best practices; and
            3) conduct two community meetings, to share the proposal with the public and gather feedback, prior to the public hearing.
