Department of Health & Family Support 

1.   Grant Application:
       Authorize application for a three-year research grant from the US Department of Health and Human Services in an amount not to exceed $300,000 per year, beginning February 1, 2013, to develop a system to encourage father involvement in caregiving to support healthy outcomes for their children and families. (Refer to W&M/Budget)

2.   Internship Agreement:
       Authorize: a) execution of agreement with Minnesota State Colleges and Universities, Minneapolis Community and Technical College, for students to serve internships in the Health Department during the period not to exceed September 1, 2012 through August 31, 2017, b) to enter into subsequent agreements with individual programs of MCTC related to specific internships during this five year period; and c) authorize the Commissioner of Health to approve programmatic adjustments to agreements as needed.

3.   PHAC Appointment:
       a) Correct the term approved by the Council August 3, 2012, for the appointment of Linda Brandt as the Hennepin County Human Services and Public Health Representative to the Public Health Advisory Committee, to reflect the correct end date of the current term as December 31, 2012; and
       b) Approve the re-appointment of Linda Brandt for an additional two-year term to run January 1, 2013 to December 31, 2014.

4.   Animal Care and Control Donations:
      Accept by resolution in-kind donation of dog and cat food and supplies from the following individuals and groups: Renee Dayon, MACC Volunteers, Debra Ahlman, Alyssa Ambroz, Dr. Terri Derr, and Kristan Miller. (Refer to W&M/Budget)

Department of Finance and Property Services

5.    Storage Space Lease:
       Authorize negotiation and execution of a new five-year lease agreement for storage space with Classic Space, in an amount not to exceed $50,000 annually; No additional appropriation required. (Refer to W&M/Budget)

6.   Equity in Employment:
      a) Approve the Resolution entitled Supporting Equity in Employment in Minneapolis and the Region to:
          1) direct staff to develop an Equity Assessment Toolkit; review the recommendations of the Equity in Employment Task Force; recommend fair hiring provisions to be added to the Minneapolis Code of Ordinances, and identify staff to serve on the Ramsey County Everybody In Implementation Team;
          2) approve the City of Minneapolis joining the Ramsey County Blue Ribbon Commission's Everybody In regional collaboration to reduce racial employment disparities; and
          3) authorize the Council President to appoint a Council Member to the Everybody In Steering Committee.
      b) Receive public comment.
      c) Receive and file the Equity and Employment Task Force Report.

7.   Public Plaza Resolution:
      Resolution establishing rules for public plazas owned or controlled by the City of Minneapolis.

Notice of Upcoming Item 9/12/2012

There will be a public hearing held on September 12, 2012, at 1:30 p.m. on an ordinance amending Title 9, Chapter 172 of the Minneapolis Code of Ordinances relating to Fire and Police Protection: Civilian Police Review Authority, amending the chapter title to Police Conduct Oversight, and creating an Office of Police Conduct Review and a Police Conduct Oversight Commission.

Action Taken 7/25/2012:  Public Hearing set for 9-12-2012, at 1:30 p.m., and Staff directed to:
            1) provide a comparative analysis of the proposed improvements contained in the proposed ordinance as a result of the BPI process with the CRA proposed improvements adopted by the CRA committee April 23rd;
            2) provide the council with the research that was done on other cities and best practices; and
            3) conduct two community meetings, to share the proposal with the public and gather feedback, prior to the public hearing.
