Department of Civil Rights  

1.   Fair Housing Violation Penalty Reallocation:
      Authorize reallocation of $3,500 civil penalty paid for resolution of fair housing violation charges to the Civil Rights department for developing fair housing posters. (Refer to W&M/Budget)

2.   MDH Grant Application Authorization:
      Authorize application for two-year grant from the Minnesota Department of Health for an amount not to exceed $150,000 to use in piloting a gender specific STI/HIV intervention to young males ages 15-21 who visit the Youth Opportunity Center. (Refer to W&M/Budget)

3.   Minneapolis Senior Citizen Advisory Committee Appointments:
      Approve the following appointments to the Senior Citizen Advisory Committee:
        Reappointments for two year terms through 12/31/2013:
             Raymond Olson, Ward 4 representative;
             Jean Greener, organizational representative;
             Dorothy Robinson, organizational representative; and
             James Adams, member at large.  
         Reappointment for one year term through 12/31/2012:
              Georgia Marinkov-Omorean, organizational representative.
         Appointment for remainder of unexpired two year term through 12/31/2012:
               Robert Albee, Ward 6 representative.
        Appointment for two year terms through 12/31/2013:
               Matthew Stark, Ward 7 representative.

10.  Ordinance - Police Conduct Oversight:
       The public hearing will be held on an ordinance amending Title 9, Chapter 172 of the Minneapolis Code of Ordinances relating to Fire and Police Protection: Civilian Police Review Authority, amending the chapter title to Police Conduct Oversight, and creating an Office of Police Conduct Review and a Police Conduct Oversight Commission.

       Action Taken 7/25/2012:  Public Hearing set for 9-12-2012, at 1:30 p.m., and Staff directed to:
            1) provide a comparative analysis of the proposed improvements contained in the proposed ordinance as a result of the BPI process with the CRA proposed improvements adopted by the CRA committee April 23rd;
            2) provide the council with the research that was done on other cities and best practices; and
            3) conduct two community meetings, to share the proposal with the public and gather feedback, prior to the public hearing.
