1.   BCBS Health Challenge Grant Acceptance:
      Authorize acceptance of grant award of $20,000 from Blue Cross/Blue Shield of a 2012 Health Challenge Grant  focused on building community relations between MFD and the East African Community through the implementation of a Fire Corps program in the Cedar/Riverside neighborhood; and Approve appropriation. (Refer to W&M/Budget)

2.   Public Health Advisory Committee Appointment:
      Approve appointment of Linda Brandt, Hennepin County Human Services and Public Health Representative, to fulfill the balance of an unexpired two-year term running through December 31, 2013.

3.   Amend Caps for Selected Five Year Master Contracts:
      Approve increases to the not to exceed amounts for selected Master Contracts to finalize projects through contract termination on December 31, 2015, as follows:
           Domestic Abuse Project, additional funds added = $250,000;
           Neighborhood HealthSource, additional funds added = $1,000,000;
           Sustainable Resource Center, additional funds added = $250,000; and
           The Family Partnership, additional funds added = $250,000. (Refer to W&M/Budget)

4.   Minnesota Joint Analysis Center Grant Acceptance:
      Authorize execution of a grant contract agreement with Minnesota Security and Homeland Management for a $69,050 award for participation in the Minnesota Joint Analysis Center for the regional sharing of intelligence information; and Approve appropriation. (Refer to W&M/Budget)

5.   Traffic Grant Acceptance:
       Authorize: a) execution of the 2013 Toward Zero Deaths grant agreement from the Minnesota Department of Public Safety in the amount of $367,000; b) approve appropriation; and c) enter into agreements with the Police Departments of the University of Minnesota, Golden Valley, Crystal, Hopkins, Robbinsdale and New Hope to share the grant funds in amounts to be determined. 6.   Animal Care and Control Donations:
      Accept by resolution:
      a) in-kind donations of dog and cat food, toys and treats, and animal veterinary items from the following individuals and groups: Deb Morgan, Teresa Nordin, and volunteers at MACC; and
      b) in-kind donations of dog and cat food, toys and treats, pizza, and animal veterinary items form the individuals and groups: Kristin Shanley, Pizza Luce (Seward/University location), and volunteers at MACC. (Refer to W&M/Budget)

7.   Ordinance - Civil Rights Commissioner Appointments:
      Consider an ordinance amending Title 7, Chapter 141 of the Minneapolis Code of Ordinances relating to Civil Rights: Administration and Enforcement, providing for Civil Rights Commissioner appointments to end on December 31 instead of August 31 and providing that such appointments shall be made under the open appointments process.

       Presentation on an ordinance amending Title 9, Chapter 172 of the Minneapolis Code of Ordinances relating to Fire and Police Protection: Civilian Police Review Authority, amending the chapter title to Police Conduct Oversight, and creating an Office of Police Conduct Review and a Police Conduct Oversight Commission; and Set public hearing for Wednesday, August 8, 2012, at 1:30 p.m.

       Action Taken:  Public Hearing set for 9-12-2012, at 1:30 p.m., and Staff directed to:
            1) provide a comparative analysis of the proposed improvements contained in the proposed ordinance as a result of the BPI process with the CRA proposed improvements adopted by the CRA committee April 23rd;
            2) provide the council with the research that was done on other cities and best practices; and
            3) conduct two community meetings, to share the proposal with the public and gather feedback, prior to the public hearing.
