Department of Regulatory Services

1.   Animal Care & Control Donations:
      Accept by resolution in-kind donations of dog and cat food and treats, pet apparel, and animal care items from the following individuals and groups: Amber Johnson, Leah Markum, Remington Edwards, Sheri Nielson, Shannon McKenzie, and Volunteers at MACC. (Refer to W&M/Budget)

2.   Conference Travel Donations:
      a) Approve resolution accepting reimbursement of travel, lodging and expense costs for Karen Francois to attend the Living Cities sponsored conference focused on Workforce, Local Hiring, and Developing Policies Around Economic Inclusion to be held May 7-8, 2012, in Baltimore, Maryland; and
      b) Approve resolution accepting reimbursement of lodging and conference fees for Johnnie Burns to attend the 2nd Annual LCPtracker User Training Conference to be held April 25-27, 2012, in San Diego, California.

3.   Contracts for Lead Poisoning Prevention Services:
      Execute contracts for Lead Poisoning Prevention Services for the period of June 1, 2012 through June 30, 2015, with the following agencies:
           Sustainable Resources Center, Inc.       $130,000
           ClearCorps USA, Inc.                              $130,000
           Lao Assistance Center                            $15,000. (Refer to W&M/Budget)

4.   Public Health Advisory Committee Appointments:
      Approve Council appointments of Julie Ring, Ward 1, and Happy Reynolds Cook, MD, Ward 6 to the committee for terms to run through December 31, 2013.

5.   2011 Annual Report:
      Receive and file 2011 Annual Report from the Commission on Civil Rights.

Public Hearing

6.   Public Plaza Resolution:
       Resolution establishing rules for public plazas owned or controlled by the City of Minneapolis.

       Staff Report:  Plaza Resolution
       Action Taken: Public hearing held, resolution postponed one cycle to PSC&H 5-16, and the City Attorney's Office directed to garner additional information through a survey of neighboring cities as well as other large cities around the country about rules and regulations in place relating to the use of plazas, parks, and public spaces.

7.   Youth Violence Reduction Grant:
      Authorize application for a 3-year grant, not to exceed $1.5 million, from U.S. Department of Justice to replicate a proven strategy to reduce youth violence in Minneapolis.

      Action Taken:  Received and filed verbal update from staff on the decision not to apply for this grant prior to the May 1 deadline, and the preparation work being done to ensure the city is ready for future grant opportunities.
