1. Senior Citizen Advisory Committee:

Approve appointment of Lisa Abicht-Swensen, Ward 1, representing Professional/Agency Membership, for two-year term to expire December 31, 2012.

Action Taken: Approved.

2. Minneapolis Advisory Committee on People with Disabilities:

Approve the following appointments/reappointments for two-year terms to expire December 31, 2012:
Amanda Tempel, Ward 1; Areslio Omar Magana, Ward 12; Connie Moore, Ward 8; Dorothy Balen, Ward 10; Martha Hage, Ward 7; Keith Swanson, Ward 13; and Joan Willshire, Ward 7.

Action Taken: Approved.

3. Criminal Justice Data Communication Network:

Authorize pay the 2010 annual costs of $85,843 to be billed on a quarterly basis to the Minnesota Department of Public Safety for user access to the CJDN Network. (Refer to W&M/Budget)

Action Taken: Approved.

4. 2010 Homeland Security Grant Program:

Execute grant agreement with Minnesota Homeland Security and Emergency Management to accept $100,002 for use by the Bomb Disposal Unit for planning, training and equipment. (Refer to W&M/Budget)

Action Taken: Approved.

5. Emergency Medical Service Training:

Amend contract with Hennepin County Medical Center EMS Education Department to extend the contract for a six-month period, ending December 31, 2011, at current rates. (Refer to W&M/Budget)

Action Taken: Approved.

6. Urban Area Security Initiative:

Accept the following grants to enhance Twin Cities regional preparedness by strengthening local response capabilities through planning, operations, equipment, training and exercises
a. 2010 Homeland Security and Emergency Management grant, in the amount of $1,487,377; and

b. 2007 Homeland Security and Emergency Management grant, in the amount of $6,881.52; and Approve appropriation. (Refer to W&M/Budget)

Action Taken: Approved.


7. Downtown 100 Initiative:


Action Taken: Received & Filed Report.

8. Small and Underutilized Business Program:

Ordinances amending the Minneapolis Code of Ordinances to amend provisions relating to the SUBP Program, as follows:

a. Title 16, Chapter 423 relating to Planning and Development: Small and Underutilized Business Enterprise Program.

b. Title 7, Chapter 139 relating to Civil Rights: In General.

Action Taken: Approved.


9. Civil Fines for Failure to License Dogs and Cats:

Subject matter of amending the schedule of civil fines for administrative offenses to increase the fine for failure to license a dog or cat from $100 to $200.

Action Taken: Postponed to March 23rd Meeting.

10. Donation of Cell Phone Usage Rights to MPD:

Resolution accepting the donation of Sprint/Nextel phone service from East Gate Way Partnership, for 15 cell phones for use by the 4th Precinct, subject to conditions. (Refer to W&M/Budget)

Action Taken 2/16/2011: Approved; Police Department staff directed to report back at least by the next meeting with information on the Department's policy on accepting cell phone service as gifts.

Action Taken 3/2/2011: Postponed.
