APPROVAL OF ACTIONS FROM THE April 23, 2018 MEETING
APPROVAL OF AGENDA
The commission may take action on items as part of a consent agenda at the beginning of the meeting. In these instances, the commission president will open the public hearing at the beginning of the meeting and will ask whether anyone would like to provide testimony or express concerns about items recommended for the consent agenda. If you plan to speak to an issue on the agenda, it is recommended that you arrive at the meeting at 4:30 or contact the assigned city staff person in advance. 1.       Abdi Omar, 1110 22nd Ave N, Ward 5

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the application(s) by Abdi Omar for the properties located at 1110 22nd Ave N:
A.      Conditional Use Permit to allow a development achievement center.
Recommended motion: Approve the application for a development achievement center, subject to the following conditions:
1.       The conditional use permit shall be recorded with Hennepin County as required by Minn. Stat. 462.3595, subd. 4 before building permits may be issued or before the use or activity requiring a conditional use permit may commence. Unless extended by the zoning administrator, the conditional use permit shall expire if it is not recorded within two years of approval.
 
2.       Tom Wagar, 1330 Industrial Blvd NE, Ward 1

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the application(s) by Tom Wagar for the property located at 1330 Industrial Blvd:
A.      Conditional Use Permit to increase the maximum allowed height of wall signs on a building that exceeds six stories or 84 feet in height.
Recommended motion: Approve the application to increase the maximum allowed height of wall signs on a building that exceeds six stories or 84 feet in height, subject to the following conditions:
1.       The conditional use permit shall be recorded with Hennepin County as required by Minn. Stat. 462.3595, subd. 4 before building permits may be issued or before the use or activity requiring a conditional use permit may commence. Unless extended by the zoning administrator, the conditional use permit shall expire if it is not recorded within two years of approval.
2.       Approval of the sign permits by the Department of Community Planning and Economic Development.
B.      Variance to allow a sign with a vertical dimension that exceeds 14 feet.
Recommended motion: Approve the application for a variance to allow a sign with a vertical dimension that exceeds 14 feet, subject to the following condition:
1.       Approval of the sign permits by the Department of Community Planning and Economic Development.
2.       The vertical dimension of the west-facing sign shall not exceed 18.34 feet.
 
3.       Paul Halvorson, 2535 Aldrich Ave S, Ward 10

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the applications by Paul Halvorson for the property located at 2535 Aldrich Ave S:
A.      Rezoning.
Recommended motion: Approve the petition to rezone 2535 Aldrich Ave S from the R2B Two-Family District to R3 Multiple Family District.
B.      Variance to reduce the minimum lot area.
Recommended motion: Approve the variance to reduce the minimum lot area.
 
4.       Jay Pomeroy, 3046 21st Ave S, Ward 9

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the applications by Anderson-Johnson Associates, Inc. for the property located at 3046 21st Ave S:
A.      Conditional Use Permit for an athletic field.
Recommended motion: Approve the conditional use permit to allow site improvements to an existing athletic field, subject to the following condition:
1.       The conditional use permit shall be recorded with Hennepin County as required by Minn. Stat. 462.3595, subd. 4 before building permits may be issued or before the use or activity requiring a conditional use permit may commence. Unless extended by the zoning administrator, the conditional use permit shall expire if it is not recorded within two years of approval.
B.      Conditional Use Permit to increase the height of four (4) light poles.
Recommended motion: Approve the conditional use permit to increase the maximum height of four (4) light poles from 35 ft. to 80 ft., subject to the following conditions:
1.       The conditional use permit shall be recorded with Hennepin County as required by Minn. Stat. 462.3595, subd. 4 before building permits may be issued or before the use or activity requiring a conditional use permit may commence. Unless extended by the zoning administrator, the conditional use permit shall expire if it is not recorded within two years of approval.
2.       The applicant shall comply with the lighting requirements per section 535.590 of the zoning code.
C.      Variance to decrease the front yard setback.
Recommended motion: Approve the variance to reduce the front yard setback along 21st Ave S from 20 ft. to 0 ft. for the athletic track and field, including the shot put area.
D.      Variance to decrease the front yard setback.
Recommended motion: Approve the variance to reduce the front yard setback along 19th Ave S from 20 ft. to 0 ft. for the athletic track and field.
E.       Variance to decrease the corner side yard setback.
Recommended motion: Approve the variance to reduce the corner side yard setback along 30 ½ St E from 8 ft. to 0 ft. for the athletic track and field and stadium lighting.
F.       Variance to decrease the corner side yard setback.
Recommended motion: Approve the variance to reduce the corner side yard setback along 31st St E from 8 ft. to 0 ft. for the athletic track and field and stadium lighting.
G.      Variance to increase the fence height.
Recommended motion: Approve the variance to increase the maximum fence height from 4 ft. to 6 ft., subject to the following condition:
1.       The perimeter fencing shall be open and decorative and less than 60% opaque.
H.      Variance to increase the maximum impervious surface.
Recommended motion: Approve the variance to increase the maximum impervious surface from 60% to 95%.
I.         Site Plan Review.
Recommended motion: Approve the site plan review for improvements to an existing athletic field, subject to the following conditions:
1.       All site improvements shall be completed by May 7, 2020, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.
2.       CPED staff shall review and approve the final site, elevation, landscaping, and lighting plans before building permits may be issued.
3.       The plant materials, and installation and maintenance of the plant materials, shall comply with sections 530.200 and 530.210 of the zoning code. The applicant shall provide screening between the proposed covered storage buildings along the south property line.
4.       The applicant shall screen the mechanical equipment per section 535.70 of the zoning code.
5.       The applicant shall provide refuse and recycling container screening per section 535.80 of the zoning code.
6.       The applicant shall comply with the lighting requirements per section 535.590 of the zoning code.
 
5.       Richard Andron, 4155 Hiawatha Ave, Ward 12

7.       Beth Rosinsky, 525 3rd St N, Ward 3

Recommended motion: Continue the application to allow an amendment to the PUD to the May 21, 2018, City Planning Commission meeting.
B.      Variance to reduce the minimum floor area ratio from 2.0 to 0.78.
Recommended motion: Continue the application for a variance to reduce the minimum floor area ratio from 2.0 to 0.78 to the May 21, 2018, City Planning Commission meeting.
C.      Site Plan Review.
Recommended motion: Continue the application for a new two-story commercial building to the May 21, 2018, City Planning Commission meeting.
 
8.       Katie Anthony, 747 3rd St N, Ward 3

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the application(s) by Katie Anthony for the property located at 747 3rd St N:
A.      Variance to reduce the minimum loading requirement from one small space to zero.
Recommended motion: Approve the application for a variance to reduce the minimum loading requirement from one small space to zero.
B.      Site Plan Review.
Recommended motion: Approve the application for a new mixed-use building with 139 dwelling units and ground floor commercial, subject to the following conditions:
1.       All site improvements shall be completed by May 7, 2020, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.
2.       CPED staff shall review and approve the final site, elevation, landscaping, and lighting plans before building permits may be issued.
3.       The plant materials, and installation and maintenance of the plant materials, shall comply with sections 530.200 and 530.210 of the zoning code.
4.       The electrical transformers along the east property line shall be screened with evergreen shrubs to comply with the screening requirements of Chapter 535 of the zoning code.
5.       A maximum of 34 parking spaces shall be dedicated for commercial tenant use as to not exceed the maximum parking requirement for the use.
6.       The applicant shall obtain an encroachment permit from Public Works to allow the proposed patio location.
7.       The lighting plan shall be updated to indicate that the lighting at the street curb line shall not exceed 5 footcandles, as required by section 535.590 of the zoning code.
8.       The final plans shall be revised to eliminate blank walls on the east elevation that exceed 25 feet, as required by section 530.120 of the zoning code.
C.      Minor Subdivision.
Recommended motion: Approve the application for a minor subdivision.
  
9.       Amanda Janzen, 1000 N 3rd St, Ward 5

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the applications by One Thousand 3rd, LLC and Bulk Storage, LLC for the properties located at 1000 N 3rd Street:
A.      Future Land Use Map Amendment.
Recommended motion: Deny the application to amend future land use map in The Minneapolis Plan for Sustainable Growth to remove the Industrial Employment District land use feature from the subject properties and re-guide their future land use from Industrial to Transitional Industrial.
B.      Rezoning.
Recommended motion: Deny the petition to rezone the property to add the Industrial Living Overlay District.
C.      Conditional Use Permit to allow dwelling units in the Industrial Living Overlay.
Recommended motion: Deny the conditional use permit to allow dwelling units in the Industrial Living Overlay District.
D.      Conditional Use Permit to increase the maximum building height.
Recommended motion: Deny the conditional use permit to increase the maximum building height from 4 stories, 56 feet to 6 stories, 71 feet.
E.       Variance to decrease the minimum vehicle parking requirement.
Recommended motion: Deny the variance to decrease the minimum vehicle parking requirement from 118 spaces to 46 spaces.
F.       Variance to decrease the minimum loading requirement.
Recommended motion: Deny the variance to decrease the minimum loading requirement from 1 small space to 0 spaces.
G.      Site Plan Review.
Recommended motion: Deny the site plan review for a new 6-story mixed-use building.
