1. Land Sale – 4311 Girard Ave N – Green Homes North (Approval)

Review for consistency with the Comprehensive Plan the sale of 4311 Girard Ave N for the construction of a single-family home.
Recommended motion: Approve the staff report – the item is consistent with The Minneapolis Plan for Sustainable Growth.

1. 3219 Portland Ave Rezoning, 3219 Portland Ave S, Ward 9

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the applications by Victoria Yepez.
A. Rezoning.
Recommended Motion: Deny the application to rezone the property located at 3219 Portland
Avenue from the R2B Two-Family District to the R3 Multiple-Family District.
B. Variance to reduce the minimum lot area requirement.
Recommended Motion: Deny the application for a variance to reduce the minimum lot area
requirement from 5,000 square feet to 4,720 square feet.
2. Elan Uptown Center and West, 2828 Dupont Ave S, 2812 Emerson Ave S and 2828 Emerson Ave S, Ward 10

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the application by Greystar Development, LLC.
A. Conditional use permit.
Recommended Motion: Approve the application to amend the previously approved Planned
Unit Development to add a neighborhood-serving retail sales and services use in the building
located at 2828 Dupont Avenue South, subject to the following conditions:
1. The conditional use permit shall be recorded with Hennepin County as required by Minn.
Stat. 462.3595, subd. 4 before building permits may be issued or before the use or activity
requiring a conditional use permit may commence. Unless extended by the zoning
administrator, the conditional use permit shall expire if it is not recorded within two years
of approval.
2. The neighborhood-serving retail sales and services use shall only be permitted in the building
located at 2828 Dupont Avenue South.
3. No more than two signs shall be allowed for the neighborhood-serving retail sales and
services use. The sings shall be either wall signs or projecting signs or a combination of the
two. If wall signs are installed they shall be no larger than 16 square feet in area and if
projecting signs are installed they shall be no larger than 12 square feet in area. The overall
height of the signs shall be no taller than 14 feet.
3. 3535 Grand, 3535-43 Grand Ave S, Ward 8

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the application by Tony Kriha, of The Lander Group.
A. Site plan review amendment.
Recommended Motion: Approve the application for site plan review, subject to the following
conditions:
1. The conditions of approval for BZZ 7112 shall remain applicable.
2. The primary exterior material utilized on the front façade shall be incorporated on the side
and rear elevations to ensure a degree of consistency on all sides of the building as
required by section 530.120 of the zoning code.
3. Department of Community Planning and Economic Development staff review and approval
of the final building elevations, floor, site, lighting and landscape plans.
4. Site improvements required by Chapter 530 or by the City Planning Commission shall be
completed by June 1, 2017, unless extended by the Zoning Administrator, or the permit
may be revoked for non-compliance.
4. Withdrawal Management Expansion and New Mental Health Crisis Stabilization
Center, 1800 Chicago Ave, Ward 6

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the conditional use permit by Hennepin County.
A. Conditional use permit.
Recommended Motion: Approve the application for an amendment of the conditional use
permit to add 15 additional detox beds and 16 new mental health crisis stabilization beds, within
an existing hospital, subject to the following conditions:
1. The conditional use permit shall be recorded with Hennepin County as required by Minn.
Stat. 462.3595, subd. 4 before building permits may be issued or before the use or activity
requiring a conditional use permit may commence. Unless extended by the zoning
administrator, the conditional use permit shall expire if it is not recorded within two years
of approval.
