1.    Land Sale – 3522 Aldrich Ave N (Approval) 

Staff report by Jim Voll

Review for consistency with the Comprehensive Plan the sale of 3522 Aldrich Ave N for the rehabilitation of a single family home.

Recommended motion: Approve the staff report – the item is consistent with The Minneapolis Plan.

2.    Public Land Sale: 2424 16th Ave S (Approval)

Review for consistency with the comprehensive plan the sale of 2424 16th Ave S for development of a single family home.

Recommended motion: Approve the staff report – the item is consistent with The Minneapolis Plan.

3.    Public Land Acquisition: 1860 28th St E and 2717 Longfellow Ave (Approval)

Review for consistency with the comprehensive plan the acquisition of 1860 28th St E and 2717 Longfellow Ave for use as a warehouse for municipal operations.

Recommended motion: Approve the staff report – the item is consistent with The Minneapolis Plan.

1.    Holiday Inn Express, 317 2nd Ave S, Ward 3

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the applications by Evan Casey, on behalf of Big City Hospitality, LLC.

A.   Variance to reduce the north interior side yard setback.

Recommended motion: Approve the application for a variance to reduce the north interior side yard setback from 15 feet to 0 feet.

B.    Site plan review for an addition to an existing building.

Recommended motion: Approve the application for a 16,500 square foot, eight-story addition to an existing building, subject to the following conditions:

1.     CPED staff review and approval of the final site, elevation, lighting, and landscaping plans before building permits may be issued.

2.     All site improvements shall be completed by June 15, 2017, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

3.     All signs shall require a separate permit from CPED.

4.     The applicant shall provide windows, recesses, or projections on the east elevation of the addition to eliminate blank walls exceeding 25 feet, as required by section 530.120 of the zoning code.

5.     All building elevations for the existing building and building addition shall be revised to eliminate EIFS and to reflect the zoning code requirement that all exterior building materials be durable.

6.     The landscape plan shall be updated to remove references to rubber mulch in the landscaped areas.

2.    3414 25th St E, Ward 2. This item was continued from the June 1, 2015 meeting.

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the application by application by Bryan Walters, on behalf of WhiteTree LLC.

A.   Rezoning.

Recommended Motion: Approve the application for rezoning the property from the R1A/Single-Family District to the C1/Neighborhood Commercial District.

3.    Fighting Chance Boxing Club, 1704 33rd Ave N, Ward 4

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the application by application by Ryan Burnet, on behalf of Fighting Chance Boxing Club.

A.   Petition to rezone the property.

Recommended Motion: Approve the application for rezoning the property from the R1A/Single-Family District to the C1/Neighborhood Commercial District.

4.    Anishinabe Bii Gii Wiin, 1600 E 19th St, Ward 6

Staff report by Hilary Dvorak, BZZ-7152 and PL-293

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the applications by Scott Nelson with DJR Architecture, Inc., on behalf of the American Indian Community Development Corporation (AICDC).

A.   Rezoning.

Recommended motion: Approve the rezoning from the OR2 High Density Office Residence District with the PO Pedestrian Oriented Overlay District to the C2 Neighborhood Corridor Commercial District with the PO Pedestrian Oriented Overlay District.

B.    Conditional use permit for an assisted living facility.

Recommended motion: Approve the conditional use permit for an assisted living facility, subject to the following condition:

1.     The conditional use permit shall be recorded with Hennepin County as required by Minn. Stat. 462.3595, subd. 4 before building permits may be issued or before the use or activity requiring a conditional use permit may commence. Unless extended by the zoning administrator, the conditional use permit shall expire if it is not recorded within two years of approval.

C.   Variance to reduce the off-street parking requirement.

Recommended motion: Approve the variance to reduce the off-street parking requirement from 22 spaces to 20 spaces.

D.   Variance to increase the maximum required front yard setback.

Recommended motion: Approve the variance to increase the maximum required front yard setback from Franklin Avenue from 8 feet to 27 feet in the PO Pedestrian Oriented Overlay District.

E.    Variance to increase the maximum width of parking lot frontage in the PO Pedestrian Oriented Overlay District.

Recommended motion: Approve the variance to increase the maximum width of parking lot frontage in the PO Pedestrian Oriented Overlay District from 60 feet to 115 feet along 16th Avenue South, subject to the following condition:

1.     Landscaping shall be extended to include the area between the northernmost parking spaces and the public sidewalk.

F.    Site plan review.

Recommended motion: Approve the site plan review for an approximately 15,000 square foot assisted living facility, subject to the following conditions:

1.     Approval of the final site plan, landscaping plan, elevations and lighting plan by the Department of Community Planning and Economic Development.

2.     All site improvements shall be completed by July 24, 2017, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

3.     The required number of shrubs shall be provided on the site.

4.     Landscaping shall be extended to include the area between the northernmost parking spaces and the public sidewalk.

5.     There shall be at least 14 long-term bicycle parking spaces provided on the site.

6.     There shall be one additional tree be planted towards the north end of the parking lot.

G.   Preliminary plat.

Recommended motion: Approve the preliminary plat.

5.    Anishinabe Bii Gii Wiin Parking Lot, 1600 E 19th St, Ward 6

Recommended motion: Approve the vacation of a portion of 16th Ave S from the north line of Franklin Ave legally described as: That part of 16th Ave S which lies south of the south line of Lot 1, Block 1, ANISHINABE WAKIAGUN ADDITION, according to the recorded plat thereof, Hennepin County, Minnesota, and which lies North of the following described line: Commencing at the southeast corner of Section 26, Township 29 North, Range 24 West; thence westerly on an azimuth of 269 degrees 43 minutes 17 seconds along the south line thereof for 1161.08 feet; thence on an azimuth of 359 degrees 43 minutes 17 seconds for 65.04 feet to the point of beginning of Line 1 to be described; thence easterly for 176.56 feet on a non-tangential curve, concave to the south, having a radius of 1006.54 feet, a delta angle of 10 degrees 03 minutes 02 seconds and a chord azimuth of 85 degrees 03 minutes 58 seconds; thence on an azimuth of 101 degrees 07 minutes 24 seconds for 17.75 feet; thence easterly for 180.21 feet on a non-tangential curve, concave to the south, having a radius of 1067.25 feet, a delta angle of 09 degrees 40 minutes 28 seconds and a chord azimuth of 95 degrees 55 minutes 50 seconds, and there terminating.

A.   Amending Title 20 of the Minneapolis Code of Ordinances related to the Zoning Code, as follows:

Chapter 520 relating to Introductory Provisions

Chapter 536 relating to Specific Development Standards

Chapter 537 relating to Accessory Uses and Structures

Chapter 541 relating to Off-Street Parking and Loading

Chapter 546 relating to Residence Districts

Chapter 547 relating to Office Residence Districts

Chapter 548 relating to Commercial Districts

Chapter 549 relating to Downtown Districts

Chapter 550 relating to Industrial Districts

Chapter 551 relating to Overlay Districts.

 

The purpose of the amendment is to broaden the locations in which hotels are allowed and to allow flexibility in regulations governing hotels and bed and breakfast establishments.

Recommended Motion: Approve the text amendment to revise regulations governing hotels, motels and bed and breakfast establishments. Return chapters 520, 537, 541 546, and 551.

7.    Zoning Code Text Amendment, All Wards

A.   Amending Title 20 of the Minneapolis Code of Ordinances related to the Zoning Code, as follows:

Chapter 520 related to Introductory Provisions;

Chapter 525 related to Administration and Enforcement;

Chapter 527 related to Planned Unit Development;

Chapter 530 related to Site Plan Review;

Chapter 531 related to Nonconforming Uses and Structures;

Chapter 536 related to Specific Development Standards;

Chapter 541 related to Off-Street Parking and Loading; and

Chapter 551 related to Overlay Districts.

 

The purpose of the amendment is to revise regulations related to off-street parking.

Recommended Motion: Approve the text amendment to revise off-street parking regulations. Return chapters 520, 525, 527, 530, 531, and 536.

8.    Walker Art Center Addition and Site Improvements, 725 Vineland Place & 1750 Hennepin Ave, Ward 7

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the application by application by John Cook of HGA.

A.   Variance of the plaza standards.

Recommended motion: Continue the application for a variance of the plaza standards to the July 6, 2015, City Planning Commission meeting.

B.    Site Plan Review for an addition to the existing building.

Recommended motion: Continue the site plan review application for an addition to the existing building to the July 6, 2015, City Planning Commission meeting.
