Public Hearing

1. Sharing & Caring Hands Expansion (BZZ-6621, Ward: 5), 401 and 425 7th St N (Becca Farrar).

Staff report

A. Conditional Use Permit: Application by Cunningham Group Architecture, on behalf of Sharing & Caring Hands, to amend the conditional use permit to allow 8 additional supportive housing units in the Industrial Living Overlay District (ILOD) for the properties located at 401 & 425 7th St N.

Recommended Motion: The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt the findings and approve the application to amend a conditional use permit to allow 8 additional supportive housing units in the Industrial Living Overlay District (ILOD) in the structure on the properties located at 401 & 425 7th St N, subject to the following condition:

  1. The conditional use permit shall be recorded with Hennepin County as required by Minn. Stat. 462.3595, subd. 4 before building permits may be issued or before the use or activity requiring a conditional use permit may commence. Unless extended by the zoning administrator, the conditional use permit shall expire if it is not recorded within two years of approval.

B. Variance: Application by Cunningham Group Architecture, on behalf of Sharing & Caring Hands, for a variance of the bicycle parking requirement and the off-street parking requirement for the properties located at 401 & 425 7th St N.

Recommended Motion: The Department of Community Planning and Economic Development has returned the application.

C. Site Plan Review: Application by Cunningham Group Architecture, on behalf of Sharing & Caring Hands, for a site plan review to allow for a new 3-story (2-floor), approximately 14,000 square foot addition to the existing building located on the premises.  The addition would allow for 8 additional supportive housing units on the second floor, as well as a new Teen Center and Children’s Center on the main level of the building.  The property is located in the I2 (Medium Industrial) District and within the IL (Industrial Living) and DP (Downtown Parking) Overlay Districts at 401 & 425 7th St N.

Recommended Motion: The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt the findings and approve the site plan review application to allow for a new 3-story (2-floor), approximately 14,000 square foot addition to the existing building located on the premises.  The addition would allow for 8 additional supportive housing units on the second floor, as well as a new Teen Center and Children’s Center on the main level of the building located on the properties located at 401 & 425 7th St N, subject to the following conditions:

  1. CPED Staff review and approval of the final site, elevation, lighting and landscaping plans before building permits may be issued.
  2. All site improvements shall be completed by July 28, 2016, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.
  3. The blank, uninterrupted wall on the northeast elevation of the proposed addition that exceeds 25 feet in length shall be modified to comply with Section 530.120 of the Zoning Code.
  4. No EIFS shall be permitted on the proposed addition. Where EFIS is shown, the exterior of the proposed addition shall be clad in stucco that matches the color and texture of the existing building.
  5. The ground floor of the northeast elevation of the building shall be modified to comply with the 20% window requirement.
  6. All fencing shall comply with Chapter 535 of the Zoning Code.

2. Blaisdell Apartments (BZZ-6553, Ward: 10), 2118 Blaisdell Ave (Becca Farrar). This item was continued from the June 9, June 23 and July 14, 2014 meetings.

Staff report

A. Site Plan Review: Application by Cermak Rhoades Architects, on behalf of NuWay, Inc., for  a site plan review to allow for the conversion of an existing building most recently used as a commercial use into a 22-unit apartment building on the property located at 2118 Blaisdell Ave.  The property is located in the OR2 (High Density Office Residence) District.

Recommended Motion: The Department of Community Planning and Economic Development recommends that the City Planning Commission continue the site plan review application to allow for the conversion of an existing structure into 22 apartment units in the building located at 2118 Blaisdell Ave, to the August 11, 2014, meeting.

3. Karmel West (BZZ-6417, Ward: 10), 312 Lake St W (Brad Ellis). This item was continued from the June 9 and June 23, 2014 meetings.

Staff report

A. Site Plan Review: Application by Rochelle Barrett, on behalf of Karmel West, LLC, has applied for a site plan review to construct a 42 foot by 75 foot second story addition above a portion of the building located at 312 Lake St W in the I2 Medium Industrial District and C2 Neighborhood Corridor Commercial District. 

Recommended Motion: The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt the findings and approve the site plan review application for a 3,150 square foot addition an existing mixed-use building for the property located at 312 Lake St W, subject to the following conditions:

  1. Approval of the final site plan, landscaping plan, and elevations by the Department of Community Planning and Economic Development.
  2. All site improvements shall be completed by June 23, 2015 unless extended by the Zoning Administrator, or the permit may be revoked for noncompliance.
  3. Completion of a Reducing Off-Street Parking Requirements application to meet the parking requirement on-site, to include the provision of bicycle racks to accommodate no fewer than twenty-one (21) bicycles on the property that shall meet the minimum requirements for short term bicycle parking. 
  4. The maximum gross floor area of all food and beverage products uses shall be limited to 5,000 square feet per use in accordance with section 550.305.
  5. The play areas shall be pea gravel over soil or other permeable surface.
  6. Refuse storage containers shall be screened on all four sides by screening compatible with the principal structure not less than two (2) feet higher than the refuse container.
  7. The parapet shall be flat and shall extend no higher than forty-two (42) inches above the roof.
  8. The applicant shall provide proof of easement for the mechanical equipment on the west façade of the addition or shall be required to move it to the interior.

4. Precise Products Corporation Addition (BZZ-6639, Ward: 5), 1201 Plymouth Ave N (Mei-Ling Anderson).

Staff report

A. Site Plan Review: Application by Darrell Freitag for a site plan review to allow an 11,520 square foot addition to an existing building located at 1201 Plymouth Ave N.

Recommended Motion: The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt the findings and approve the site plan review application to allow an 11,520 square foot addition at the property located at 1201 Plymouth Ave N, subject to the following conditions:

  1. Approval of the final site, elevation, landscaping, and lighting plans by CPED.
  2. All site improvements shall be completed by July 28, 2016, unless extended by the zoning administrator, or the permit may be revoked for non-compliance.
  3. All signs shall comply with Chapter 541 of the Zoning Code. All new signage requires a separate permit from CPED.
  4. The applicant shall provide windows, recesses, or projections on the west elevation of the addition to eliminate blank walls exceeding 25 feet.
  5. The applicant shall add features to the doorway facing 12th Ave N to emphasize that it is a principal entrance.
  6. The applicant shall provide a four-foot wide pedestrian walkway along the south building wall to connect the principal entrance to new on-site parking facilities.
  7. The applicant shall reduce the amount of impervious surfaces in the proposed parking area by adjusting the drive aisle and parking space dimensions and maximizing landscaping.
  8. The applicant shall provide additional trees, shrubs or a dense hedge along Fremont Ave N to comply with the parking and loading landscaping and screening requirements.
  9. The applicant shall provide additional trees and shrubs in required landscaped yards in order to comply with the minimum landscaping materials for required yards standards per section 530.160 of the zoning code.
  10. Additional enhanced landscaping with seasonal interest and a variety of plant types shall be provided in the required landscaped areas as an alternative to complying with the window requirements.

The purpose of the amendment is to revise regulations for 1-4 unit residential development. 

Recommended Motion: The Department of Community Planning and Economic Development recommends that the City Planning Commission and City Council adopt the findings and approve the zoning code text amendment, amending Chapters 520, 525, 535, 530, 531, 535, 541, 546, 547, and 548. Staff further recommends that Chapters 521, 536, 537, and 551 be returned to the author.
