Call to Order
Approval of Actions from the September 30, 2013 meeting
The Planning Commission approved the actions from the September 30, 2013 meeting.
Approval of Agenda
Committee of the Whole Consent Agenda – October 3, 2013
None. The next Committee of the Whole meeting is October 17, 2013.
Public Hearings
1. Hennepin County (Vac-1626, Ward: 5 and 7), (Becca Farrar).
A. Vacation: Hennepin County has applied to vacate part of 6th Ave. N., south of and adjacent to Block 6, Bradford & Lewis Addition, and part of 5th St. N. between 6th Ave. N. and Hoag’s Addition. The property would be utilized for roadway improvements as well as future development.
Action: The City Planning Commission recommends that the City Council accept the findings and approve the vacation (Vacation File1626) subject to the provision of a sanitary easement to the City of Minneapolis.
Approved on consent 6-0.

2. Hennepin County (Vac-1627, Ward: 5 and 7), (Becca Farrar).
A. Vacation: Hennepin County has applied to vacate part of the southwest ½ of 5th St. N. between 6th Ave. N. and the Burlington Northern RR bridge. The property would be utilized for roadway improvements as well as future development.
Action: The City Planning Commission recommends that the City Council accept the findings and approve the vacation (Vacation File1627) subject to the provision of a sanitary easement to the City of Minneapolis.
Approved on consent 6-0.

3. Fiant Dental (BZZ-6258, Ward: 10), 3225 Lyndale Ave S (Becca Farrar).
A. Non-conforming Use Change: Master Properties Minnesota, LLC, on behalf of Allegro Properties and Fiant Dental, has applied for a change of a non-conforming use to allow a dental clinic in place of the former offices within the existing building located on the property at 3225 Lyndale Ave S. The property is zoned R4 (Multiple-family) District.
Action: The City Planning Commission continued the application for a change of nonconforming use to allow for a dental clinic in place of the former offices within the existing building located on the property at 3225 Lyndale Ave to the October 28, 2013, Planning Commission meeting.
Approved on consent 7-0.

4. Zoning Code Text Amendment (Ward: All) (Becca Farrar).  This item was continued from the September 30, 2013 meeting.
A. Text Amendment: Amending Title 20 of the Minneapolis Code of Ordinances related to the Zoning Code, as follows:
Amending Chapter 520 related to Zoning Code:  Introductory Provisions;
Amending Chapter 536 related to Zoning Code:  Specific Development Standards;
Amending Chapter 547 related to Zoning Code:  Office Residence Districts;
Amending Chapter 548 related to Zoning Code:  Commercial Districts;
Amending Chapter 549 related to Zoning Code:  Downtown Districts;
Amending Chapter 550 related to Zoning Code:  Industrial Districts;
Amending Chapter 551 related to Zoning Code:  Overlay Districts.
The purpose of the amendment is to revise regulations related to sports and health facilities.
Action: The City Planning Commission recommends that the City Council adopt the findings and approve the zoning code text amendment, amending Chapters 520, 547, 548, 549, 550 and 551. The City Planning Commission further recommends that Chapter 536 be returned to the author.
