Committee of the Whole Consent Agenda – July 18, 2013

1.   Land Sales – 619 - 26th Ave N and 621 - 26th Ave N (Staff: Jim Voll)

Review for consistency with the Comprehensive Plan the sale of 619 - 26th Ave N and 621 - 26th Ave N for the construction of single-family homes.

Recommended Action: Approve the staff report – the item is consistent with The Minneapolis Plan.

2.   2218 Lyndale Ave N (Staff: Jim Voll)

Review for consistency with the Comprehensive Plan the sale of 2218 Lyndale Ave N for the construction of a single-family home or parking for the adjacent church.

Recommended Action: Approve the staff report – the item is consistent with The Minneapolis Plan.

3.   Land Sales – 2406 McNair Ave N and 2410 McNair Ave N (Staff: Jim Voll)

Review for consistency with the Comprehensive Plan the sale of 2406 McNair Ave N and 2410 McNair Ave N for a residential side yard and the construction of a single-family home.

Recommended Action: Approve the staff report – the item is consistent with The Minneapolis Plan.

1. Wood From The Hood (BZZ-6059 and PL-277, Ward: 2 and 9), 2620, 2644 and 2652 Minnehaha Ave (Janelle Widmeier).

Staff report

A. Rezoning: Application by Rick Siewert, on behalf of BW Development LLC, for a petition to rezone the property of 2620, 2644 and 2652 Minnehaha Ave from I1 Light Industrial District to I2 Medium Industrial District.

Recommended Motion: The Department of Community Planning and Economic Development recommends that the City Planning Commission and City Council adopt the findings and approve the petition to rezone the property of 2620, 2644 and 2652 Minnehaha Ave from I1 Light Industrial District to I2 Medium Industrial District.

B. Variance: Application by Rick Siewert, on behalf of BW Development LLC, for a variance of the screening requirements for outdoor storage for the property located at 2620, 2644 and 2652 Minnehaha Ave.

Recommended Motion: The Department of Community Planning and Economic Development recommends that the City Planning Commission deny the variance of the screening requirements for outdoor storage for the property located at 2620, 2644 and 2652 Minnehaha Ave.

C. Plat: Application by Rick Siewert, on behalf of BW Development LLC, for a plat for the property located at 2620, 2644 and 2652 Minnehaha Ave.

Recommended Motion: The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt the findings and approve the preliminary and final plat for the property located at 2644 and 2652 Minnehaha Ave, subject to the following condition:

  1. A private access easement shall be provided for Lot 1 as required by section 535.200 of the zoning code.

2. 3825 W 50th St (BZZ-6131, Ward: 13), 3825 50th St W (Aaron Hanauer).

Staff report

A. Rezoning: Application by David J. Kelly, Architect, Inc. for a petition to rezone the property located at 3825 50th St W from the C1 Neighborhood Commercial District to the C3A Community Activity Center District. The Pedestrian-Oriented Overlay District will be maintained.

Recommended Motion: The zoning amendment application to rezone the property located at 3825 W 50th St from the C1, Neighborhood Commercial District to the C3A, Community Activity Center District has been withdrawn.

B. Conditional Use Permit: Application by David J. Kelly, Architect, Inc. for a conditional use permit application to allow for an off-sale liquor store (wine and spirits) in the C3A zoning district located at 3825 50th St W.

Recommended Motion: The conditional use permit application to allow for an off-sale liquor store at 3825 W 50th St has been withdrawn.

3. Zoning Code Text Amendment (Ward: All), (Jason Wittenberg).

A. Text Amendment: Amending Title 20 of the Minneapolis Code of Ordinances as follows:

Amending Chapter 520 related to Zoning Code:  Introductory Provisions

Amending Chapter 527 related to Zoning Code:  Planning Unit Development

Amending Chapter 546 related to Zoning Code:  Residence Districts

Amending Chapter 547 related to Zoning Code:  Office Residence Districts

Amending Chapter 548 related to Zoning Code:  Commercial Districts

Amending Chapter 551 related to Zoning Code:  Overlay Districts

The purpose of the amendment is to revise residential density standards. 

Recommended Motion: The Department of Community Planning and Economic Development recommends that the City Planning Commission and City Council adopt the findings and approve the zoning code text amendment, amending chapters 527, 546, 547, 548, and 551. Staff further recommends that Chapter 520 be returned to the author.
