Approval of the Agenda

Committee of the Whole Consent Agenda – November 1, 2012

1.   Land Sales – 1522 Hillside Avenue, 2618 Knox Ave N, 2939 Morgan Ave N, 2930 Newton Ave N, and 2939 Newton Ave N (Staff: Jim Voll)

Review for consistency with the Comprehensive Plan the sale of 1522 Hillside Avenue, 2618 Knox Ave N, 2939 Morgan Ave N, 2930 Newton Ave N, and 2939 Newton Ave N for the rehabilitation or development of single-family homes.

Recommended Action: Approve the staff report – the item is consistent with The Minneapolis Plan.

2.   Land Sale – 1911 14th Ave S (Staff: Paul Mogush)

Review for consistency with the comprehensive plan the sale of 1911 14th Ave S for rehabilitation as a duplex or triplex.

Recommended Action: Approve the staff report – the item is consistent with The Minneapolis Plan.

The City Planning Commission approved the staff recommendations for the above consent items.

Public Hearing

1. Sydney Hall and Dinky Dome (RLS-68, Ward: 2), 610 15th Ave SE and 1501 University Ave SE (Janelle Widmeier).

A. Registered Land Survey: Application by Paul Anderson with Messerli & Kramer P.A., on behalf of Doran University, LLC, for a preliminary and final registered land survey subdivision for the property located at 310 15th Ave SE and 1501 University Ave SE. The purpose of this subdivision is to create separate tax parcels.

Action: The City Planning Commission approved the preliminary and final Registered Land Survey application for property located at 310 15th Ave SE and 1501 University Ave SE, subject to the following conditions:

  1. This RLS creates certain tracts (namely, Tracts A and D) that, if separately redeveloped, would not meet the requirements of the zoning and subdivision ordinances for street frontage, lot area and width, and the prohibition against lots with more than five sides at ground level. Approval of this RLS does not constitute approval for the separate redevelopment of any tract if such tract does not comply with applicable zoning and subdivision ordinances.

  2. This action of the Planning Commission shall be recorded with Hennepin County at or prior to such time as the signed RLS is presented for recording with Hennepin County.

Approved on consent 4-0; Schiff not present for the vote.

2. Professional Law Office (BZZ-5802, Ward: 8), 8 W 43rd St (Janelle Widmeier).

A. Site Plan Review: Application by Laurel Ulland with Laurel Ulland Architecture, on behalf of Kingfield AV, LLC, for a site plan review to allow a 1,665 square foot, second story addition to an office building for the property located at 8 W 43rd St.

Action: The City Planning Commission adopted the findings and approved the application for site plan review to allow a building addition for the property located at 8 W 43rd St, subject to the following conditions:

  1. Department of Community Planning and Economic Development– Planning Division staff review and approval of the final site, landscaping, building elevations, and floor plans.

  2. Site improvements required by Chapter 530 or by the City Planning Commission shall be completed by November 13, 2014, or the permit may be revoked for non-compliance.

Approved on consent 4-0; Schiff not present for the vote.

3. Zoning Code Text Amendment (Ward: All), (Aly Pennucci).

A. Text Amendment: Amending Title 20 of the Minneapolis Code of Ordinances related to the Zoning Code, as follows:

Amending Chapter 520 Chapter 520 relating to the Zoning Code: Introductory Provisions

Amending Chapter 536 related to the Zoning Code: Specific Development Standards

The purpose of the amendment is to revise the definition and development standards regarding the supportive housings uses, including revisions to the spacing requirements.

Action: The City Planning Commission recommended that the City Council adopt the findings and approve the zoning code text amendment, amending chapters 520 and 536, with the following changes:

a.   Community correctional facility.

b.   Community residential facility.

c.   Inebriate housing.

d.   Motel.

e.   Overnight shelter.

Aye: Cohen, Kronzer, Luepke-Pier, Schiff and Wielinski

Absent: Huynh, Mammen and Motzenbecker

Motion passed.
