Committee of the Whole Consent Agenda – June 14, 2012
Review for Comprehensive Plan consistency a proposed TIF district spending plan for north side tornado recovery and the associated Tornado Recovery Housing Program and Green Homes North Program.
Recommended Action: Approve the staff report – the items are consistent with The Minneapolis Plan. The commission further recommends that an emphasis be placed on urban design in the Green Homes North Program.

Approve written reasons for denial of the Nonconforming Use Change and Site Plan Review for the properties located at 1401 Marshall St NE from the June 11, 2012 CPC meeting.

1. 1810 Apartments (PL-264, Ward: 2), 1810 Washington Ave S (Janelle Widmeier).
A. Plat: Application by Dan Pellinen with Tushie Montgomery Architects for a final plat for property located at 1800-1814 Washington Ave S.
Recommended Motion: The Department of Community Planning and Economic Development – Planning Division recommends that the City Planning Commission adopt the findings and approve the final plat for the property located at 1800-1814 Washington Ave S.
2. Zoning Code Text Amendment, Chapter 525 (Ward: All), (Janelle Widmeier).
A. Text Amendment: Amending Title 20 of the Minneapolis Code of Ordinances related to the Zoning Code, as follows:
Amending Chapter 525 related to Zoning Code: Administration and Enforcement.
The purpose of the amendment is to extend the length of time for which a decision from the zoning administrator or planning director, or zoning approval granted by the city planning commission, board of adjustment or city council, are valid.
Recommended Motion: The Department of Community Planning and Economic Development – Planning Division recommends that the City Planning Commission and City Council adopt the findings and approve the zoning code text amendment to Chapter 525, Administration and Enforcement.
3. Zoning Code Text Amendment, Chapters 536 and 537 (Ward: All), (Aly Pennucci).
A. Text Amendment: Amending Title 20 of the Minneapolis Code of Ordinances related to the Zoning Code, as follows:
Amending Chapter 536 related to the Zoning Code: Specific Development Standards.
Amending Chapter 537 related to the Zoning Code: Accessory Uses and Structures.
The purpose of the amendment is to revise the development standards regarding the spacing requirements for secondhand goods uses.
Recommended Motion: The Department of Community Planning and Economic Development - Planning Division recommends that the City Planning Commission and City Council adopt the findings and approve the zoning code text amendment, amending chapters 536 and 537. Staff further recommends that Chapters 525, 548 and 549 be returned to the author.
4. Zoning Code Text Amendment, Chapters 520, 525, 536 and 537 (Ward: All), (Kimberly Holien).
A. Text Amendment: Amending Title 20 of the Minneapolis Code of Ordinances related to the Zoning Code, as follows:
Amending Chapter 520 relating to the Zoning Code: Introductory Provisions.
Amending Chapter 525 relating to the Zoning Code: Administration and Enforcement.
Amending Chapter 536 relating to the Zoning Code: Specific Development Standards.
Amending Chapter 537 relating to the Zoning Code: Accessory Uses and Structures.
The purpose of the amendment is to amend regulations for automobile convenience facilities to allow unattended, automated dispensing of gasoline or other engine fuel.
Recommended Motion: The Department of Community Planning and Economic Development - Planning Division recommends that the City Planning Commission and City Council adopt the findings and approve the zoning code text amendment to Chapter 536, Specific Development Standards. Staff further recommends that Chapters 520, 525 and 537 be returned to author.
5. 2401-2405 Nicollet (BZZ-5595, Ward: 6), 2501 and 2504 Nicollet Ave (Joe Bernard).
A. Rezoning: Application by Jim Wentzell, on behalf of Nicollet Street LLC, for an application to rezone the property located at 2501 and 2504 Nicollet Ave from the C1 Neighborhood Commercial District to the C2 Neighborhood Corridor Commercial District to establish a Tobacco Shop.
Recommended Motion: The Department of Community Planning and Economic Development – Planning Division recommends that the City Planning Commission and City Council adopt the findings and approve the application for the rezoning of 2401 and 2405 Nicollet Ave from the C1 Neighborhood Commercial District to the C2 Neighborhood Corridor Commercial District.
A. Site Plan Review: Application by BKV Group, on behalf of Soo Line City Apartments, LLC, for a site plan review to allow for the conversion of the existing Soo Line Building, a locally designated historic landmark, into a mixed-use development that includes 255 dwelling units, and approximately 11,100 square feet of commercial/retail space within the skyway and ground level of the building. The applicant also proposes to construct an approximate 5,300 square foot rooftop addition to the existing structure. The property is zoned B4-2 (Business Service) District and is located in the DP (Downtown Parking) Overlay District located at 101 5th St S (501 Marquette Ave S).
Recommended Motion: The Department of Community Planning and Economic Development– Planning Division recommends that the City Planning Commission approve the site plan review application to allow for the conversion of the Soo Line Building into a mixed-use development that includes 255 dwelling units, and approximately 11,100 square feet of commercial/retail space within the skyway and ground level of the building, as well as an approximate 5,300 square foot rooftop addition on the property located at 101 5th St S (501 Marquette Ave S):
Planning Staff review and approval of the final site, elevation, lighting and landscaping plans.
All site improvements shall be completed by June 25, 2013, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.
The final plans shall incorporate all applicable HPC conditions of approval.
7. Dwell – Bigos Calhoun Greenway Expansion (BZZ-5578 and PL-265, Ward: 13), 3140 Chowen Ave S and 3129 Ewing Ave S (Becca Farrar). This item was continued from the June 11, 2012 meeting.
A. Conditional Use Permit: Application by UrbanWorks Architecture, on behalf of Bigos-Calhoun Greenway, LLC, for a conditional use permit for a Planned Unit Development (PUD) to allow a new 6-story, 72 foot tall, 185-unit residential development on the subject site. The proposed development would become a unified development with the existing 4-story, 42-foot tall 151-unit residential development located on the property for the properties located at 3140 Chowen Ave S and 3129 Ewing Ave S:
Recommended Motion: The Department of Community Planning and Economic Development – Planning Division recommends that the City Planning Commission adopt the findings and approve the application for the conditional use permit for a Planned Unit Development to allow a new 6-story, 72 foot tall, 185-unit residential development on the properties located at 3140 Chowen Ave S and 3129 Ewing Ave S subject to the following conditions of approval:
The conditional use permit shall be recorded with Hennepin County as required by Minn. Stat. 462.3595, subd. 4 before building permits may be issued or before the use or activity requiring a conditional use permit may commence. Unless extended by the zoning administrator, the conditional use permit shall expire if it is not recorded within one year of approval.
As required by section 527.120 of the zoning code, the development shall comply with the standards for some combination of the following amenities from Table 527-1, Amenities totaling a minimum of 15 points: outdoor open space, pedestrian improvements, reflective roof, shared vehicles and a recycling storage area.
B. Site Plan Review: Application by UrbanWorks Architecture, on behalf of Bigos-Calhoun Greenway, LLC, for a site plan review for a PUD in the R6 (Multiple-family) district for the properties located at 3140 Chowen Ave S and 3129 Ewing Ave S:
Recommended Motion: The Department of Community Planning and Economic Development– Planning Division recommends that the City Planning Commission approve the site plan review application for a Planned Unit Development on the properties located at 3140 Chowen Ave S and 3129 Ewing Ave S subject to the following conditions of approval:
Planning Staff review and approval of the final site, elevation, lighting and landscaping plans.
All site improvements shall be completed by June 25, 2014, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.
The blank walls greater than 25 feet in width on the east and southeast elevations of the building shall be modified to incorporate architectural elements including recesses and projections, windows and entries per Section 530.120 of the Zoning Code.
The final landscape plan shall incorporate 69 deciduous trees and 20 coniferous trees as shown on the submitted plans as well as a minimum of 251shrubs.
Cement board panels shall not exceed more than 30% coverage on any single elevation of the proposed building.
C. Plat: Application by UrbanWorks Architecture, on behalf of Bigos-Calhoun Greenway, LLC, for a preliminary plat for the properties located at 3140 Chowen Ave S and 3129 Ewing Ave S:
Recommended Motion: The Department of Community Planning and Economic Development – Planning Division recommends that the City Planning Commission approve the preliminary plat application and the drainage and utility easement variance for the properties located at 3140 Chowen Ave S and 3129 Ewing Ave S.
