1. Mpls City Charter (re Primary Elections):
Consider ordinance amending Chapter 2 of the Minneapolis City Charter relating to Elections, adding a new Section 5C entitled "Primary Elections," as referred from the Minneapolis Charter Commission on May 6, 2009, reinstating the City's primary election in the event that the Minnesota Supreme Court rules against the City in the case of Minnesota Voters Alliance, et al. v. City of Minneapolis, et al., or in the event that the City Council declares, via ordinance, that it is not ready to conduct an IRV election in 2009 pursuant to Charter Chapter 2, Section 5B.

Approve resolution appointing Council Member Hodges as the City's NOC representative and Merland Otto, CPED staff, as the City's alternative.

Approve criteria to evaluate state capital bonding project requests.
Action Taken: Approved.

Review project proposals as follows:
a) 35W North Tunnel Asset Preservation ($0.6 million);
b) 35W South Tunnel Asset Preservation ($1.4 million);
c) Street Lighting Intelligent Management ($2 million);

e) Convention Center Sustainable Roof ($3.3 million);

g) Target Center Debt Reduction (funding request to be determined);
h) Grand Rounds Scenic Byway Lighting Renovation ($2 million);
