Discussion Items

1. Mpls City Charter:

Consider making a formal request to the City Charter Commission that the Commission, on 5/6/2009, recommend amendment, by ordinance, of the Charter to reinstate the City's partisan primary in the event of an adverse decision from the MN Supreme Court in the case of Minnesota Voters Alliance, et al v. City of Mpls, et al.

Action Taken: Approved, as amended to delete the word "partisan" from the recommendation. Relating to proposed timeline, directed staff to report back by the Committee of the Whole meeting of 5/7/2009 with a new date for the IGR Committee to hold a public hearing on the amendment.

2. Mpls City Charter Revision:

Overview of Charter Revision Workgroup Proposal; Consider process of City Charter review.

Action Taken: Approved Charter Revision Workgroup Proposal, as amended to include that City department heads or their representatives be noticed as to the Workgroup's schedule/agendas.
Additionally, Chair of the Workgroup to a) include additional Workgroup members as deemed necessary (i.e. departments not currently identified that may be affected by Charter proposal will be asked to participate); b) clarify/consult with the Mpls Park & Recreation Board and Board of Estimate & Taxation as to their direct input to the Charter Commission; & c) work with the Department of Communications staff to devise a plan through which the process of the Workgroup can be publicly noticed.

3. Federal/State/Local Update.

Action Taken: Received & filed verbal update.
