Discussion Items

1. Emergency Operations Center:

Report on finance plan for City only facility (PS&RS Action Taken 11/28/2007: Approved staff recommendations to a) design a multi-phase Emergency Operations Training Facility; b) Construct initial phase of project to meet needs of Fire Department, at a cost not to exceed $5,630,000; c) Modify City's request for State of Minnesota Bonding to reflect a City-only request; d) Amend previous Capital Budget Resolutions; e) Direct staff to provide quarterly reports to Committee; f) Refer to IGR Committee).

Action Taken: Approved recommendation "c" by amending the Capital Bonding section of the Draft 2008 Legislative Agenda (see Item #2) to delete the word "Joint" from the language that reads as follows: "The Governor and legislature have adopted a policy regarding debt capacity that limits debt service to 3% of general fund expenditures. For 2008, the city has submitted the following projects to the Department of Finance.

2. 2008 Legislative Agenda:

Review updated draft.

Action Taken: Continued to 12/18/2007, as amended. In Municipal Governance Section: a) Moved the following language from support to priority item: "Legislation authorizing cities to conduct alternative voting methods including instant runoff voting and legislation that adopts rules to implement instant runoff voting or authorize the Secretary of State or cities to promulgate the rules"; b) Deleted language contained in priority items that reads, "Pension reform legislation that provides responsible pension management and governance while addressing the City's long-term financial obligations and maintaining the City's commitments to retirees. Legislation relating to any of the City's three closed pension plans must contain a local approval clause" and "Legislation updating all actuarial assumptions of the Mpls Police Relief Association & the Mpls Fire Relief Association" & inserted in lieu thereof, language contained in The Plan for Sustainable Pensions;
In Public Safety Section, c) removed "a ban of all handguns" in priority item language that reads as follows: "Legislation supporting significant gun control measures including the mandatory reporting of stolen firearms, the prohibition of replica guns, a ban of all handguns and measures to stop the flow of handguns to youth."; d) added "or text messaging" to language in supported items to read as follows: "The prohibition of use of hand held cell phones or text messaging by all drivers; e) in support items, separated & amended language relating to chronic offenders to read as follows: "Legislation defining 'chronic offender' and providing for gross misdemeanor or enhanced penalties for chronic offenders" & moved to priority items; retained the following language in support items, "Legislation allowing 'any equivalent crime in another state' to be added to the increased penalty for certain misdemeanors statue and clarifying when prosecutors may charge offenders";
In Affordable Housing Section, approved language in support items that reads, "Funding both capital and program for the continued implementation of Heading Home Hennepin."

Action Taken: Received & filed.
