APPROVAL OF ACTIONS FROM THE AUGUSt 13, 2019 MEETING                     

APPROVAL OF AGENDA

The commission may take action on items as part of a consent agenda at the beginning of the meeting. In these instances, the commission president will open the public hearing at the beginning of the meeting and will ask whether anyone would like to provide testimony or express concerns about items recommended for the consent agenda. If you plan to speak to an issue on the agenda, it is recommended that you arrive at the meeting at 4:30 or contact the assigned city staff person in advance. The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the application by John Rimarcik for the properties located at 17, 21 and 25 N 3rd St in the Minneapolis Warehouse Historic District:

A.     Certificate of Appropriateness.

Recommended motion: Approve the certificate of appropriateness to allow the rehabilitation of the existing building located at 21 N 3rd St, subject to the following conditions:

1.      Final plans shall comply with the Minneapolis Warehouse Historic District Design Guidelines as noted within this report and as indicated in the submitted plans.

2.      New brick and mortar use in any repair areas shall match the original brick and mortar in material, color, profile, dimension, and texture.

3.      By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approved is substantially begun and proceeds in a continuous basis toward completion. Upon written request and for good cause, the planning director may grant up to a one-year extension if the request is made in writing no later than August 27, 2021.

4.      By ordinance, all approvals granted in this certificate of appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed. Failure to comply with such conditions and guarantees shall constitute a violation of this certificate of appropriateness and may result in termination of the approval.

2.      Internet Exchange Building Modifications and Signage, 419 Washington Ave N, Ward 3

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the applications by North Loop Partners, LLC for the property located at 419 Washington Ave N in the Minneapolis Warehouse Historic District:

A.     Certificate of Appropriateness.

Recommended motion: Approve the certificate of appropriateness to allow modifications to the existing building and a master sign plan, subject to the following conditions:

1.      The windows on the rear wall of the building may be replaced but the size of the window openings shall not be enlarged.

2.      The vacated alley shall be reconstructed with asphalt and concrete shall be used to interpret the former alignment of the rail spur.

3.      No curb or other structure shall bisect the interpretative rail lines.

4.      Landscaping shall be allowed in and around the patio as long as it is not located over the interpretative rail lines. CPED shall review and approve the landscaping plan.

5.      The existing painted wall sign on the east facade shall be removed. The paint shall be removed using the gentlest means possible.

6.      All signs shall be attached to the building through the mortar joints.

7.      By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approved is substantially begun and proceeds in a continuous basis toward completion. B.     Historic Variance to the sign regulations.

Recommended motion: Approve the historic variance to exceed the size and height limitation of the zoning code for a painted wall sign, subject to the following conditions:

1.      The painted wall sign shall be no larger than 100 square feet in size and shall not have an overall height greater than 57 feet from street grade or 74 feet from railroad grade. 

3.      Minnesota Hillel Building Renovation, 1521 University Ave SE, Ward 2

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the application by Benjie Kaplan for the property located at 1521 University Ave SE in the University of Minnesota Greek Letter Chapter House Historic District:

A.     Certificate of Appropriateness.

Recommended motion: Approve the certificate of appropriateness to allow an exterior renovation, including an elevator overrun and rooftop deck, subject to the following conditions:

1.      The front wall of the elevator overrun structure shall be set back behind the front wall of the adjacent Chi Psi Fraternity at 1515 University Ave SE.  The elevator overrun shall be no higher than 14’11”.

2.      The roof top deck shall be set back completely behind the front wall of the adjacent wall of the Chi Psi Fraternity at 1515 University Ave SE. 

3.      The proposed Kalwal roof and structure over the east elevation window well is not permitted and shall be removed from the plans. 

4.      The proposed trash enclosure in the rear shall be constructed of an opaque wood fencing material no higher than six (6) feet.  It shall not have a roof covering. 

5.      No waterproof coatings may be applied to historic masonry.

6.      The proposed window replacements shall match in color to the existing frames and will be not be tinted or reflective glazing.

7.      The existing, 27 sq. ft. non-illuminated sign on the front of the building shall be retained and reused in the location specified on the plans in lieu of a backlit sign. 

8.      By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approved is substantially begun and proceeds in a continuous basis toward completion.  Upon written request and for good cause, the planning director may grant up to a one-year extension if the request is made in writing no later than August 27, 2021.

9.      By ordinance, all approvals granted in this certificate of appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed.  Failure to comply with such conditions and guarantees shall constitute a violation of this certificate of appropriateness and may result in termination of the approval.

B.     Historic Variance.

Recommended motion: Approve the historic variance to allow an expansion of a non-conforming use for an elevator overrun structure and stairs exceeding eight (8) feet in width in the required front yard.
