APPROVAL OF AGENDA

The commission may take action on items as part of a consent agenda at the beginning of the meeting. In these instances, the commission president will open the public hearing at the beginning of the meeting and will ask whether anyone would like to provide testimony or express concerns about items recommended for the consent agenda. If you plan to speak to an issue on the agenda, it is recommended that you arrive at the meeting at 4:30 or contact the assigned city staff person in advance. ACTION ITEM

1.       2019 Heritage Preservation Commission Calendar

Recommended motion: Approve the 2019 HPC calendar.

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the applications by Madison Housing.

A.      Certificate of Appropriateness.

Recommended motion: Withdrawn.

2.       2448 1st Ave S, Ward 10

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the applications by Richard Goldman.

A.      Certificate of Appropriateness.

Recommended motion: Approve the certificate of appropriateness to allow replacement of existing

windows on a contributing structure in the Washburn Fair Oaks Historic District, subject to the following conditions:

1.       The applicant shall comply with all conditions of approval adopted by the Heritage Preservation Commission at its meeting on June 19, 2018 for PLAN6600, with the exception of conditions 7, and 8.

2.       By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approved is substantially begun and proceeds in a continuous basis toward completion. Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than December 11, 2020.

3.       By ordinance, all approvals granted in this certificate of appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed. Failure to comply with such conditions and guarantees shall constitute a violation of this certificate of appropriateness and may result in termination of the approval.

3.       Fremont Ave bridge over the Midtown Greenway, Ward 10

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the applications by Hennepin County Public Works.

A.      Certificate of Appropriateness.

Recommended motion: Approve the demolition of historic resource application, subject to the following conditions:

1.       By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approved is substantially begun and proceeds in a continuous basis toward completion.  Upon written request and for good cause, the planning director may grant up to a one-year extension if the request is made in writing no later than December 11, 2020.

2.       Photographic recordation of the bridge shall be prepared and submitted to staff that is in accordance with the guidelines of the Minnesota Historic Property Record.

4.       Water Works Mezzanine Phase – Pavilion and Landscape, Ward 3

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the applications by the Minneapolis Park and Recreation Board.

A.      Certificate of Appropriateness.

Recommended motion: Approve the certificate of appropriateness to allow for the rehabilitation of the mill ruins and construction of an approximate 4,200 square foot addition to the mill ruins for a park building, subject to the following conditions:

1.       By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approved is substantially begun and proceeds in a continuous basis toward completion. Upon written request and for good cause, the planning director may grant up to a one-year extension if the request is made in writing no later than December 11, 2020.

2.       By ordinance, all approvals granted in this certificate of appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed. Failure to comply with such conditions and guarantees shall constitute a violation of this certificate of appropriateness and may result in termination of the approval.

5.       2210 Apartments, 2210 4th Ave S, Ward 10

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the applications by Jim Oman.

A.      Certificate of Appropriateness.

Recommended motion: Approve the certificate of appropriateness to allow a four-story addition to the existing non-contributing building located at 2208-10 4th Ave S located in the Washburn-Fair Oaks Historic District, subject to the following conditions:

1.       The fenestration pattern shall be carried up to the fifth floors on the east and west facades of the building.

2.       By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approved is substantially begun and proceeds in a continuous basis toward completion.  Upon written request and for good cause, the planning director may grant up to a one-year extension if the request is made in writing no later than December11, 2020.

3.       By ordinance, all approvals granted in this certificate of appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed. Failure to comply with such conditions and guarantees shall constitute a violation of this certificate of appropriateness and may result in termination of the approval.
