APPROVAL OF AGENDA

IN THESE INSTANCES, THE COMMISSION CHAIR WILL OPEN THE PUBLIC HEARING AT THE BEGINNING OF THE MEETING AND WILL ASK WHETHER ANYONE WOULD LIKE TO PROVIDE TESTIMONY OR EXPRESS CONCERNS ABOUT ITEMS RECOMMENDED FOR THE CONSENT AGENDA. 1.      419 Washington Avenue North, Ward 3
Staff report by Hilary Dvorak, PLAN5099
The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the application by North Loop Partners, LLC for the property located at 419 Washington Avenue North in the Warehouse Historic District:
A.      Certificate of Appropriateness.
Recommended motion: Continue the certificate of appropriateness to construct a one-story addition on top of the existing building located at 419 Washington Avenue North in the Warehouse Historic District to the November 28, 2017, Heritage Preservation Commission meeting.
 
2.      601 – 607 Washington Avenue North, Ward 3

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the application by North Loop Partners LP for the property located at 601-607 Washington Avenue North in the Warehouse Historic District:
A.      Certificate of Appropriateness.
Recommended motion: Approve the certificate of appropriateness to allow the construction of a canopy over an outdoor patio on the property located at 601-607 Washington Avenue North in the Warehouse Historic District, subject to the following conditions:
  1. By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approved is substantially begun and proceeds in a continuous basis toward completion.  Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than November 7, 2019.
  2. By ordinance, all approvals granted in this certificate of appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed.  Failure to comply with such conditions and guarantees shall constitute a violation of this certificate of appropriateness and may result in termination of the approval.
3.      128 2nd Street North and 128 1st Avenue North, Ward 3

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the applications by 128 2nd Street LLC and Snow Kreilich Architects for the properties located at 128 2nd Street North/128 1st Avenue North in the Minneapolis Warehouse Historic District and the St. Anthony Falls Historic District
A.      Certificate of Appropriateness.
Recommended motion: Approve the certificate of appropriateness to allow for the construction of a new, six-story, mixed-use building subject to the following conditions:
  1. To comply with Guideline 3.39, the applicant shall orient the HVAC and laundry vents away from the primary (street facing) facades, as proposed.
  2. The proposed windows shall meet Guideline 3.42 Window frames and mullions shall match the scale of the window opening and glazed area and be compatible with the color and materials of the façade and Guideline 3.43 Clear glass or non-reflective low emission glass or coatings shall be used. 
  3. To comply with Guideline 3.70, the exterior metal panels shall not have a shiny finish.
  4.
