APPROVAL OF ACTIONS FROM THE OCTOBER 10, 2017 MEETING         
APPROVAL OF AGENDA

IN THESE INSTANCES, THE COMMISSION CHAIR WILL OPEN THE PUBLIC HEARING AT THE BEGINNING OF THE MEETING AND WILL ASK WHETHER ANYONE WOULD LIKE TO PROVIDE TESTIMONY OR EXPRESS CONCERNS ABOUT ITEMS RECOMMENDED FOR THE CONSENT AGENDA. PUBLIC HEARING

1.      500 Sixth Street South, Ward 7

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the application by Armory Holdings LLC for the Minneapolis Armory, a designated landmark located at 500 Sixth Street South:
A.      Certificate of Appropriateness
Recommended motion: Approve the certificate of appropriateness to allow signage and lighting, subject to the following conditions:
  1. No lights attached to light poles located in the public right-of-way are approved as part of this application. Lights attached to light poles located in the public right-of-way must be reviewed and approved by the Public Works Department.
  2. The overall height of the dynamic wall signs shall be limited to 28 feet.
  3. The metal signs shall be dark bronze to matches the color of the windows in the building.
  4. The base of the freestanding sign located along 5th Avenue South shall be made out of concrete with aggregate in it that matches the walls leading to the underground parking.
  5. All signs attached to the building shall be anchored into mortar joints.
  6. By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approved is substantially begun and proceeds in a continuous basis toward completion.  Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than October 24, 2019.
  7. By ordinance, all approvals granted in this certificate of appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed.  Failure to comply with such conditions and guarantees shall constitute a violation of this certificate of appropriateness and may result in termination of the approval.
B.      Historic Variance
Recommended motion: Approve the historic variance to allow signage, subject to the following conditions:
  1. The dynamic sign messages shall remain static for a period of not less than 60 seconds and the transition from one message to the next shall be direct and immediate.
  2. The dynamic signs shall have a pitch of not greater than 20 millimeters between each pixel. Special effects, including but not limited to dissolving, fading, scrolling, starbursts and wiping shall be prohibited.
  3. The overall height of the dynamic wall signs shall be limited to 28 feet.
