1. Tilsenbilt Homes Historic District, Ward 8

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings and adopt the Tilsenbilt Homes Historic District design guidelines:
A. Design Guideline Adoption.
Recommended motion: Adopt the Tilsenbilt Homes Historic District design guidelines.

2. 500 6th Street South, Ward 7

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission and City Council adopt staff findings for the local designation of the Minneapolis Armory at 500 6th Street South:
A. Landmark Designation.
Recommended motion: Adopt the report and attachments as findings of fact and submit the same together to the Zoning & Planning Committee of the City Council with a recommendation to approve the local designation of the Minneapolis Armory at 500 6th street South with the following condition:
  1. The Secretary of the Interior’s Standards for Treatment of Historic Properties will be used to evaluate alterations to the property.
 
3. 2201 and 2215 Plymouth Ave N, 1245 Penn Ave N, Ward 5

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the application by Hennepin County Facility Services Department for the properties located at 2201 and 2215 Plymouth Ave N and 1245 Penn Ave N in the Homewood Potential Historic District:
A. Certificate of Appropriateness.
Recommended motion: Approve the certificate of appropriateness to allow the construction of a new funeral home, subject to the following conditions:
  1. By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approved is substantially begun and proceeds in a continuous basis toward completion.  Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than January 31, 2019.
  2. By ordinance, all approvals granted in this certificate of appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed.  Failure to comply with such conditions and guarantees shall constitute a violation of this certificate of appropriateness and may result in termination of the approval.
  3. Approval of the final site, elevation and floor plans by the Department of Community Planning and Economic Development.
 
4.501 Ramsey Street Northeast to 206 Island Avenue East, Ward 3

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the applications by the Minneapolis Park and Recreation Board for the property located between 501 Ramsey Street Northeast and 206 Island Avenue East in the St. Anthony Falls Historic District:
A. Certificate of Appropriateness.
Recommended motion: Approve the certificate of appropriateness to allow rehabilitation of and alterations to the existing Boom Island-Nicollet Island Bridge (Bridge No. 93835), subject to the following conditions:
  1. Approval of the final plans by the Department of Community Planning and Economic Development.
  2. In accordance with Requirement 10.54 of The St. Anthony Falls Historic District Design Guidelines, the applicant shall, within two years from the date of this decision, develop and install one or more interpretive signs in the area immediately adjacent to the bridge structure, conveying the historic uses of Boom Island and connections to other resources within the St. Anthony Falls Historic District, to be reviewed by CPED staff.
  3. The applicant shall mitigate the material and visual impact of the proposed new deck system through the continued use of timber planking, as proposed in the alternate details included in the submission, with final details to be reviewed by staff.
  4. The applicant shall continue to investigate methods of interpreting the location and appearance of the historic timber ties, including possible retention of partial-depth ties in their approximate location, with details to be reviewed by staff.
  5. By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approval is substantially begun and proceeds in a continuous basis toward completion.  Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than January 31, 2019.
  6. By ordinance, all approvals granted in this Certificate of Appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed.  Failure to comply with such conditions and guarantees shall constitute a violation of this Certificate of Appropriateness and may result in termination of the approval.
 
5. 300 Washington Avenue South, Ward 3

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the application by CSM Corporation for the property located at 300 Washington Avenue South:
A. Certificate of Appropriateness.
Recommended motion: Approve the certificate of appropriateness to allow the enclosure of approximately 24,000 square feet under and adjacent to the train shed for the addition of banquet space and support functions, subject to the following conditions:
  1. Interpretive elements shall be incorporated on site to help communicate the history and significance of the landmark. These elements shall include at a minimum:
 a. The installation of metal rails or a different paving color in the outdoor event space area in the locations of the five former rail lines.
 b. Where feasible, the expression of the five rail lines in the flooring of the full length of the shed space, such as a change in flooring color or material.
 c. The installation of an interpretive sign near 5th Avenue South.
  1. The glazing of the enclosure shall be non-tinted, non-reflective glass and the design shall match the existing enclosure, as shown on submitted plans.
  2. The proposed restrooms in the existing ice rink area shall be relocated to a more internal location.
  3. No exterior brick walls are permitted for the elevations of the enclosure facing Washington Avenue South or 5th Avenue South. The proposed exterior brick walls shall be clad in the same glass system as the rest of the enclosure and the existing enclosure.
  4. More specific details shall be submitted and approved by CPED staff for the interior brick walls to ensure that no historic materials will be impaired if these walls are removed in the future.
  5. By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approved is substantially begun and proceeds in a continuous basis toward completion. Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than January 31, 2019.
  6. By ordinance, all approvals granted in this certificate of appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed. Failure to comply with such conditions and guarantees shall constitute a violation of this certificate of appropriateness and may result in termination of the approval.
 
6. 419 Washington Avenue North, Ward 3

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the application by DJR Architecture for the property located at 419 Washington Avenue North in the Warehouse Historic District:
A. Certificate of Appropriateness.
Recommended motion: Approve the certificate of appropriateness to allow the construction of a new building and the construction of a connection to an existing building, subject to the following conditions:
  1. The proposed connection to the existing building shall disturb the least amount of historic material possible. More detailed plans shall be submitted and reviewed by CPED staff.
  2. The recessed entry on 5th Avenue North shall be limited to the first 2 levels of the building. The rest of the building facing 5th Avenue shall maintain a 1 foot setback for all floors above.
  3. In accordance with guideline 3.14, off-street parking shall not be located along a principal façade. Office or other active uses shall line all principal facades.
  4. In accordance with guideline 3.37, at least 50% of the first floor street-facing façade area shall be glazed fenestration, as measured from 2 to 10 feet from adjacent grade.
  5. In accordance with guideline 3.43, clear glass or non-reflective low emission glass or coatings shall be used along principal façades.
  6. By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approved is substantially begun and proceeds in a continuous basis toward completion.  Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than January 31, 2019.
  7. By ordinance, all approvals granted in this certificate of appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed.  Failure to comply with such conditions and guarantees shall constitute a violation of this Certificate of Appropriateness and may result in termination of the approval.
 
7. 500 3rd Street North, Ward 3

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the applications by Jackie Cherryhomes for the property located at 500 3rd Street North in the Minneapolis Warehouse Historic District:
A. Certificate of Appropriateness.
Recommended motion: Approve the certificate of appropriateness to allow for the installation of additional signage on the Green & DeLaittre Company Wholesale Grocery Warehouse Building, subject to the following conditions:
  1. Day-glo, light reflecting or fluorescent colors are not allowed for the signage.
  2. The proposed wall signs shall be installed through the mortar joints
  3. The vinyl graphic windows signs are not allowed.
  4. By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approved is substantially begun and proceeds in a continuous basis toward completion. Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than January 31, 2019.
  5. By ordinance, all approvals granted in this certificate of appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed. Failure to comply with such conditions and guarantees shall constitute a violation of this certificate of appropriateness and may result in termination of the approval.
B. Historic Variance to allow windows signs that do not comply with Section 543.80-Window signs.
Recommended motion: Deny the historic variance to allow window signage that do not comply with Section 543.80-Window signs.
