1.    510 1st Avenue North (BZH # 28198, Ward 3) (Mei-Ling Anderson)
Staff report and written materials.
Ms. Jill Gellen, on behalf of Butler North, LLC, has submitted a Certificate of Appropriateness application to allow a balcony to be constructed at the property 510 1st Avenue North (111 5th Street North) in the Warehouse Historic District.
Staff recommendation: The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt findings and approve the Certificate of Appropriateness to allow a balcony and a window opening modification at 510 1st Avenue North in the Warehouse Historic District, subject to the following conditions:
  1. By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approval is substantially begun and proceeds in a continuous basis toward completion. Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than June 17, 2016.
  2. By ordinance, all approvals granted in this Certificate of Appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed. Failure to comply with such conditions and guarantees shall constitute a violation of this Certificate of Appropriateness and may result in termination of the approval.
  3. Department of Community Planning and Economic Development staff shall review and approve the final plans and elevations prior to building permit issuance.
  4. The building owner shall be allowed to apply for a Certificate of No Change application to install a balcony(s) and door to this building elevation in the future as long as the balcony(s) and door are vertically aligned with the proposed balcony and door, and are designed using identical materials and colors.
2.    194 Bank Street Southeast (BZH # 28199, Ward 3) (Mei-Ling Anderson)
Staff report and written materials.
Johannes and Catherine Griffioen have submitted a Certificate of Appropriateness application to allow construction of a pergola at their property 194 Bank Street Southeast located in the St. Anthony Falls Historic District.
Staff recommendation: The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt findings and approve the Certificate of Appropriateness to allow the construction of a pergola at 194 Bank Street SE in the St. Anthony Falls Historic District, subject to the following conditions:
  1.
