1.  212 2nd St SE (BZH #28021, Ward 3) (Kimberly Holien)
Staff report, written materials, plans and photos.
Amy Meller of MacDonald and Mack Architects has applied for a Certificate of Appropriateness for alterations to the property at 212 2nd St SE, in the Saint Anthony Falls Historic District. The scope of work includes: 
  1. A 7,761 square foot rooftop deck on the west side of the building.
  2. Removal of an existing penthouse.
  3. Extension of two existing stairwells up to the roof for access.
  4. A 187 square foot elevator addition.
  5. A 297 square foot service bar addition.
  6. A 133 square foot storage addition.
Staff Recommendation: The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt the findings and approve the Certificate of Appropriateness to allow alterations to the structure at 212 2nd St SE, in the Saint Anthony Falls Historic District, subject to the following conditions:
  1. Community Planning and Economic Development staff shall review and approve the final site plan, floor plans, and elevations prior to building permit issuance.
  2. The roof deck shall step back 10 feet from the south building wall from a point beginning at the east edge of the 1909 addition. A walkway that is a maximum of four feet in width will be permitted to connect the dining space to the stair in the southeast corner of the roof. 
  3. The roof deck and railing shall be constructed in a manner that does not impact the historic parapet.
  4. By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approval is substantially begun and proceeds in a continuous basis toward completion. Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than December 12, 2015. 
  5. By ordinance, all approvals granted in this Certificate of Appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed. Failure to comply with such conditions and guarantees shall constitute a violation of this Certificate of Appropriateness and may result in termination of the approval.  
2.  1721 University Ave SE (BZH #27901, Ward 2) (John Smoley)

Denis Sipe, with Midwest Window Systems LLC on behalf of Students’ Co-op, Inc., submitted a Certificate of Appropriateness application to replace windows at 1721 University Ave SE in the Greek Letter Chapter House Historic District.
Staff Recommendation: The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt the findings and approve the Certificate of Appropriateness to replace windows on the building located at 1721 University Ave SE subject to the following conditions:
  1. Glazing shall be clear. Low E and other energy-efficient glazing is acceptable.
  2. The proposed screens shall have rail widths, stile widths, and colors that match those of the historic windows.
  3. The proposed windows are not approved. The applicant shall install either windows approved for use in the rear addition in November 2012 or windows whose components match the sizes of those in the historic 1/1 wood-frame windows proposed for replacement. 
  4. If significant deterioration exists in the trim, the trim may be replaced in kind, but shall not be covered with flat aluminum panning.
  5.
