1.      24 University Avenue NE (BZH #27932, Ward 3) (Chris Vrchota). This item was continued from the October 22, 2013, meeting.
         Staff report, background, plans and photos
Gretchen Camp of BKV Group has applied for a Certificate of Appropriateness for construction of a new 6-story, 56-unit residential building on an existing surface parking lot at 24 University Avenue NE in the Saint Anthony Falls Historic District.
Recommended Motion: The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings and approve the Certificate of Appropriateness for construction of a new 6-story, 56-unit residential building located at 24 University Avenue NE, Tract G, with the following conditions:
  1. The Department of Community Planning and Economic Development reviews and approves final site plan, floor plans, signage, lighting, and elevations.
  2. All glass must be clear, non-tinted, non-reflective glass. One coat of Low-E glazing is permitted on the interior surface of the windows.
  3. The applicant shall obtain all other necessary City approvals prior to the commencement of work.
  4. By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approval is substantially begun and proceeds in a continuous basis toward completion. Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than October 22, 2015.
  5. By ordinance, all approvals granted in this Certificate of Appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed. Failure to comply with such conditions and guarantees shall constitute a violation of this Certificate of Appropriateness and may result in termination of the approval.
2.      300 2nd Street South (BZH #27892, Ward 7) (Janelle Widmeier) Staff report
Hess, Roise and Company, on behalf of Lupe Development Partners, has submitted a Certificate of Appropriateness application to allow a new apartment building and new plaza located at the property of 300 2nd Street South within the Saint Anthony Falls Historic District.
Recommended Motion: The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission continue the Certificate of Appropriateness application for the property of 300 2nd Street South to the November 19, 2013, meeting of the Heritage Preservation Commission.
3.      101 3rd Avenue South (BZH #27893, Ward 7) (Janelle Widmeier) Staff report
Hess, Roise and Company, on behalf of Mill Place Inc, has submitted a Certificate of Appropriateness application to allow for a new plaza and parking lot modifications located at the property of 101 3rd Avenue South within the Saint Anthony Falls Historic District.
Recommended Motion: The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission continue the Certificate of Appropriateness application for the property of 101 3rd Avenue South to the November 19, 2013, meeting of the Heritage Preservation Commission.
