1.  416-430 1st Avenue North (BZZ #27556, Ward: 7) (Pennucci) (Staff Report)
David J. Kelly submitted a Certificate of Appropriateness application to replace a projecting sign with a 35 square foot projecting sign on the building located at 416-430 1st Avenue North in the North Loop Warehouse Historic District.
Staff Recommendation: The Department of Community Planning and Economic Development – Planning Division recommends that the Heritage Preservation Commission adopt staff findings and approve the Certificate of Appropriateness to allow the replacement of the existing projecting sign with a new projecting sign on the building located at 416-430 1st Avenue North, subject to the following conditions:
  1. The projecting sign shall not exceed 34 square feet in area.
  2. The projecting sign may not exceed twenty-eight feet in height above grade.
  3. The thickness of the projecting sign shall not exceed eight inches.
  4. The projecting sign shall not project more than 4 feet from the building.
  5. The sign shall be anchored to the wall through mortar joints. No blocks shall be altered or removed for the installation of wiring.
  6. By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approval is substantially begun and proceeds in a continuous basis toward completion. Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than December 11, 2014. 
  7. By ordinance, all approvals granted in this Certificate of Appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed. Failure to comply with such conditions and guarantees shall constitute a violation of this Certificate of Appropriateness and may result in termination of the approval.  
  8. CPED-Planning Staff shall review and approve the final plans and elevations prior to building permit issuance.
2.   730 Washington Avenue North (BZZ #27560, Ward: 7) (Vrchota) (Staff Report)
Elizabeth Gales of Hess, Roise and Company submitted a Certificate of Appropriateness application to allow for signage exceeding the size and height permitted in the Design Guidelines for On-Premise Signs and Awnings on the building located at 730 Washington Avenue North in the North Loop Warehouse Historic District.
Staff Recommendation: The Department of Community Planning and Economic Development – Planning Division recommends that the Heritage Preservation Commission adopt staff findings and approve the Certificate of Appropriateness for a master sign plan for the building located at 730 Washington Avenue North subject to the following condition(s):
  1. Signs for Tenant Space A, Tenant Space B, and Tenant Space C shall meet the material and illumination details outlined by this application. Final size and design shall be subject to staff review through a Certificate of No Change.
  2. The sign for Tenant Space C shall not extend past the west end of the bank of windows in the central structural bay of the 3-story portion of the building.
  3. CPED-Planning shall review and approve the final plans.
  4. Signs shall be anchored to the wall through mortar joints. Not more than one brick shall be altered or removed for the installation of wiring.
  5. No other signs are approved.
  6. All workmanship must be completed in conformance with the Secretary of Interior Standards, see: http://www.nps.gov/history/hps/tps/standguide/
  7. The Applicant shall obtain all other necessary City approvals prior to the commencement of work.
  8. By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approval is substantially begun and proceeds in a continuous basis toward completion. Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than December 11, 2014. 
3.  628 University Avenue Southeast (BZH #27502, Ward: 3) (Smoley) (Staff Report)
Alan Hupp submitted a Demolition of an Historic Resource application to demolish 628 University Avenue Southeast.
Staff Recommendation: The Department of Community Planning and Economic Development – Planning Division recommends that the Heritage Preservation Commission adopt staff findings and approve the demolition of the property at 628 University Avenue Southeast.
