1.   1101 Nicollet Mall, Peavey Plaza (Elliott)
Continued from the September 23 HPC meeting. National Register Nomination for Peavey Plaza.
Staff Recommendation: The Department of Community Planning and Economic Development – Planning Division recommends that the Heritage Preservation Commission submit the City’s adopted Findings of Fact to the State Historic Preservation Officer.

2.  1500 6th Street South (BZH #27451, Ward: 2) (Hanauer) (Staff Report)
Continued from the September 24, 2012, HPC meeting. Currie Park Development, LLC has submitted a Demolition of Historic Resource application to allow for the demolition of the Gluek Brewing Tied House at 1500 6th Street South.
Staff Recommendation: The Department of Community Planning and Economic Development – Planning Division recommends that the Heritage Preservation Commission adopt staff findings and deny the demolition of the Gluek Brewing Saloon at 1500 6th Street South, establish interim protection, and direct the Planning Director to prepare or cause to be prepared a designation study.
3.  1721 University Avenue Southeast (BZH #27512, Ward: 2) (Smoley) (Staff Report) (Attachments)
Denis Ostroot, Ostroot and Ostroot Professional Remodelers, LLC, on behalf of Students’ Co-op, Inc., submitted a Certificate of Appropriateness application to replace siding, trim, windows, roofs, and a deck on a rear addition at 1721 University Avenue Southeast in the Greek Letter Chapter House Historic District.
Staff Recommendation: The Department of Community Planning and Economic Development – Planning Division recommends that the Heritage Preservation Commission adopt staff findings and approve the Certificate of Appropriateness to rehabilitate the rear wing of the building located at 1721 University Avenue Southeast subject to the following conditions:
  1. Glazing shall be clear. Low E and other energy-efficient glazing is acceptable.
  2. By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approval is substantially begun and proceeds in a continuous basis toward completion. Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than November 5, 2014. 
  3. By ordinance, all approvals granted in this Certificate of Appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed. Failure to comply with such conditions and guarantees shall constitute a violation of this Certificate of Appropriateness and may result in termination of the approval.  
  4. CPED-Planning Staff shall review and approve the final plans and elevations prior to building permit issuance.
4.  311 (315) 1st Avenue North (BZH #27508, Ward: 7) (Smoley) (Staff Report) (Attachments)
Marty Orensten, with Kaufman Signs, on behalf of Swervo Development, submitted a Certificate of Appropriateness application to install signs and awnings at 311 (315) 1st Avenue North in the Warehouse Historic District.
Staff Recommendation: The Department of Community Planning and Economic Development – Planning Division recommends that the Heritage Preservation Commission adopt staff findings and approve the Certificate of Appropriateness for signage on the building located at 311 (315) 1st Avenue North subject to the following conditions:
  1. The projecting sign is approved with the following conditions:
  1. the sign shall be mounted to the building between structural bays;
  2. the applicant shall work with staff to determine the best mounting points and entry point for electrical conduit; and
  3. the sign shall not block any windows.
  1. The metal awnings are denied, but non-illuminated fabric awnings in keeping with the design guidelines shall be permitted.
  2. The tag-line awning sign is denied, but the address awning signs shall be permitted on fabric awnings.
  3.
