1.  1201 Hennepin Avenue – Harmon Place Historic District (BZH #27297, Ward 7) (Vrchota) (Staff Report)
Greg Houck of Shea Inc., submitted a Certificate of Appropriateness application to allow for signage exceeding the size and height permitted in the Design Guidelines for On-Premise Signs and Awnings on the building located at 1201 Hennepin Avenue in the Harmon Place Historic District.
Staff Recommendation: The Department of Community Planning and Economic Development – Planning Divisionrecommends that the Heritage Preservation Commission adopt the above findings and approve the Certificate of Appropriateness for signage exceeding the size and height permitted in the Design Guidelines for On-Premise Signs and Awnings on the building located at 1201 Hennepin Avenue subject to the following condition(s):
  1. The following signs are approved: one 56.359 square foot 22’-7” high wall sign on the west elevation, one 40.8 square foot 28’ high projecting sign on the north elevation of the addition, and one 40.8 square foot 27’-6” high projecting sign at the northeast corner of the historic building.
  2. CPED-Planning shall review and approve the final plans.
  3. Signs shall be anchored to the wall through mortar joints. Not more than one brick shall be altered or removed for the installation of wiring.
  4. No other signs are approved.
  5. All workmanship must be completed in conformance with the Secretary of Interior Standards, see: http://www.nps.gov/history/hps/tps/standguide/
  6. The Applicant shall obtain all other necessary City approvals prior to the commencement of work.
  7. The Certificate of Appropriateness approvals shall expire if not acted upon within one year of approval, unless extended by the Planning Director in writing prior to the one-year anniversary date of the approvals.
2.  1206 Harmon Place – Harmon Place Historic District (BZH #27298, Ward 7) (Vrchota) (Staff Report)
Greg Houck of Shea Inc., submitted a Certificate of Appropriateness application to allow for signage exceeding the size and height permitted in the Design Guidelines for On-Premise Signs and Awnings on the building located at 1206 Harmon Place in the Harmon Place Historic District.
Staff Recommendation: The Department of Community Planning and Economic Development – Planning Divisionrecommends that the Heritage Preservation Commission adopt the above findings and approve the Certificate of Appropriateness for two canopy signs and for signage exceeding the size and height permitted in the Design Guidelines for On-Premise Signs and Awnings on the building located at 1206 Harmon Place subject to the following condition(s):
  1. The design of the signs on the front (south) and rear (north) elevations is approved. 
  2. The size of the sign on the rear (north) elevation is not approved. The area of the sign on the rear (north) elevation shall be no larger than the area of the sign on the front (south) elevation. Neither sign shall exceed 32 square feet in size.
  3. CPED-Planning shall review and approve the final plans.
  4. No other signs are approved.

3.  10 5th Street South – Individual Landmark (BZH #27299, Ward 7) (Smoley) (Staff Report) (Attachments)
Empire Entertainment, LLC, submitted a Certificate of Appropriateness application to install a projecting sign on the Lumber Exchange Building, an Individual Landmark, located at 10 5th Street South.
Staff Recommendation: The Department of Community Planning and Economic Development - Planning Division recommends that the Heritage Preservation Commission adopt the findings above and approve the Certificate of Appropriateness subject to the following conditions:
  1. The projecting sign may not exceed twenty-eight feet in height above grade.
  2. The thickness of the projecting sign shall not exceed eight inches.
  3. The sign shall be anchored to the wall through mortar joints. No blocks shall be altered or removed for the installation of wiring.
  4. By ordinance, approvals are valid for a period of one year from the date of the decision unless required permits are obtained and the action approval is substantially begun and proceeds in a continuous basis toward completion. Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than May 15, 2013. 
  5. By ordinance, all approvals granted in this Certificate of Appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed. Failure to comply with such conditions and guarantees shall constitute a violation of this Certificate of Appropriateness and may result in termination of the approval.  
  6. CPED-Planning Staff shall review and approve the final plans and elevations prior to building permit issuance.
4.  401 8th Avenue Southeast – Fifth Street SE Historic District (BZH #27307, Ward 3) (Smoley) (Staff Report) (Attachments)
CPM Development, LLC, submitted a Certificate of Appropriateness application to construct a five-story apartment building with a church on the former site of the Andrew Presbyterian Church (401 8th Avenue Southeast) in the Fifth Street Southeast Historic District.
Staff Recommendation: The Community Planning and Economic Development Department - Planning Division recommends that the Heritage Preservation Commission adopt staff findings and approve the Certificate of Appropriateness for a five-story apartment building with a church located at 401 8th Avenue Southeast subject to the following conditions:
  1. By ordinance, approvals are valid for a period of one year from the date of the decision unless required permits are obtained and the action approval is substantially begun and proceeds in a continuous basis toward completion. Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than May 15, 2013. 
  2.
