1. Public Health Emergency Preparedness:
Execute contract with University of Minnesota to receive a grant of $13,196 for a research project to test the effectiveness of different types of training for public health staff in preparing to respond to an emergency; and Approve appropriation.

3. Minneapolis Economic Recovery Strategy – Youth Violence:
Apply for two-year grant of up to $600,000 from United States Department of Justice to support community based organizations providing opportunities for positive youth development with youth at risk for participation in violence. (Refer to W&M/Budget)

4. Minneapolis Economic Recovery Strategy – Perinatal Health Care:
Apply for two-year grant of up to $800,000 from United States Department of Health and Human Services to test the use of technology to promote adherence to health care recommendations. (Refer to W&M/Budget)

5. Living Cities Local Building Energy Retrofit Systems Grant:
Apply for grant, in collaboration with the City of St. Paul, seeking $500,000 from Living Cities to create sustainable systems for retrofitting buildings; realize tangible economic and environmental benefits from lower energy; support strategic city/utility/community/business/labor collaborations; leverage private and philanthropic capital for retrofit activities; and ensure that lower income communities, families and businesses will benefit from job opportunities and cost savings. 9. Prevention of Binge Drinking:
Recommendation by the Public Health Advisory Committee that the City form a work group from the Departments of Health & Family Support, Intergovernmental Relations, Regulatory Services, Police, and City Attorney’s Office to examine
a. Current zoning and licensing standards for liquor establishments for the impact on access for and proximity to concentrations of young adults;
b. The resources for and impact of current enforcement efforts;
c. Possible collaborative efforts between the City, neighborhood groups and schools, colleges and universities;
d. Possible legislative initiatives that would reduce binge drinking.

In the interim, Chair Benson and Council Member Gordon to coordinate a meeting between the Public Health Advisory Committee and representatives of the hospitality industry, including the Minnesota Licensed Beverage Association, the Warehouse District Business Association, and other representatives of the hospitality industry, to discuss common ground issues. Health & Family Support staff requested to contact City departments to check on their availability to staff the task force, including representatives from Hennepin and Ramsey Counties.

10. Solar Photovoltaic Project at the Convention Center:
a. Execute grant agreement with EyeOn Energy LLC and Northern States Power to obtain $2,000,000 grant funding from the Renewable Development Fund as administered by the Public Utilities Commission.
b. Execute 20-year Power Purchase Agreement with EyeOn Energy LLC for purchase of renewable electric energy produced by EyeOn Energy LLC at the Minneapolis Convention Center. (Refer to W&M/Budget)
